| 2.RFA: Advanced Air Mobility Public Outreach Campaign (Sen. Harper) |
|
| Sen. Harper presented a request for appropriation (RFA) for an Advanced Air Mobility Public Outreach Campaign. |
|
| Leif Elder, Director, Legislative Affairs, Utah Department Of Transportation (UDOT), with the assistance of Troy Peterson, Director of Operations, UDOT, introduced themselves. Leif Elder explained the Advanced Air Mobility Public Outreach Campaign. Sen. Harper added some follow-up comments to the presentation. |

| 3.RFA: State Infrastructure Bank Additional Funding (Sen. Harper) |

| Sen. Harper introduced an RFA for State Infrastructure Bank Additional Funding. |
|
| Kyle Palmer, Director, Unified Economic Opportunities Commission, mentioned some of the members of this commission and explained the RFA for State Infrastructure Bank Additional Funding. |
|
| Chair Cutler asked if it was ongoing or one-time money, Kyle Palmer answered that it was one-time money and Sen. Harper added follow-up comments. |

| Rep. Christofferson commented on the Infrastructure Bank. |
|
| Sen. Buxton asked about the State Infrastructure Bank. Leif Elder answered the question. |
|
| Rep. Bennion asked about the demands on water in infrastructure development. Sen. Harper and Kyle Palmer gave a response. |

| Rep. Stratton asked questions about the funding within the State Infrastructure Bank. Leif Elder and Sen. Harper answered that questions. |

| 4.RFA: Unmanned Traffic Management Software License (Sen. Harper) |
|
| Sen. Harper introduced an RFA for an Unmanned Traffic Management Software License. |
|
| Leif Elder explained the Unmanned Traffic Management Software License RFA. |
|
| Chair Cutler asked about the funding request with a response from Sen. Harper and Leif Elder. |
|
| Rep. Jack asked about the air space of the Unmanned Traffic Management and the Advanced Air Mobility with a response from Leif Elder. |
|
| Sen. Buxton asked several questions about interfering with airports and aircraft. Troy Peterson, Sen. Harper, and Leif Elder responded to the question. |
|
| Rep. Christofferson gave information about the development of aircraft and restrictions that will be enforced. |
|
| Sen. Wilson commented that the security of the airspace above personal homes is also being considered. |
|
| Sen. Kwan asked about facial recognition issues with this RFA. Sen. Harper responded that privacy is a big issue that is being considered. |

| 5.RFA: Upgrade Road Weather Information Systems (Sen. Harper) |

| Leif Elder explained the RFA for the Upgrade Road Weather Information Systems. |
|
| 6.Department of Government Operations Overview |
|
| Ivan Djambov, Finance Manager, Office of the Legislative Fiscal Analyst, gave an overview on the Department of Government Operations (DGO). |
|
| Rep. Stratton assumed the chair. |
|
| Sen. Wilson asked about utilizing unused money from prior years. Ivan Djambov responded and continued with the presentation. |
|
| Sen. Buxton asked about funding in the base budget, with a response from Ivan Djambov, who then concluded the presentation. |
|
| 7.Department of Government Operations |
|
| Jenney Rees, Executive Director, DGO, introduced Jake Hennessy, Finance Director, DGO. Jenney Rees expressed appreciation for Ivan Djambov and Amanda Kilian, and spoke of the creation and structure of DGO. |

| 8b - Customer Experience Handout |
|
| Sen. Wilson congratulated and thanked Jenney Rees for the "Herculean effort" of consolidating this organization. |
|
| Jenney Rees continued with the presentation on the consolidation, accomplishments, projects and division highlights of DGO. Jenney Rees expressed appreciation for the approximately 1,400 employees within DGO. |
|
| Jenney Rees continued with an explanation of the budget sources and requests for the DGO. |
|
| Rep. Brammer asked who is the new Risk Management director, and about the funding in the Division of Risk Management. Jenney Rees said the new director is Rachel Terry and answered the follow-up question. Jenney Rees continued with the budget requests. |

| Sen. Wilson asked if intent language is needed to qualify for the deductible on the earthquake fund. Jenney Rees responded and Amanda Kilian answered a bill file would need to be opened. Sen. Harper also responded. |

| Sen. Kwan also asked about the earthquake fund, with a response from Jenney Rees, who then continued with the presentation. |
|
| Rich Saunders, Senior Advisor, Office of the Governor, spoke remotely about a feedback project, a priority of the Governor. |
|
| Jenney Rees continued with a presentation on Internal Reallocations. |
|
| Jake Hennessey spoke about a request for intent language for more full time employees (FTE's) in the Division of Technology Services. Jenney Rees made follow-up comments. |
|
| Rep. Cutler resumed the chair. |
|
| Chair Cutler asked about the full time employees in the Division of Technology with a response from Jake Hennessey. |

| Rep. Elison asked about the FTE's in Division of Technology with a response from Jenney Rees. |
|
| Sen. Buxton asked about funding transfers for leadership training. Jenney Rees answered the question. |
|
| Gene Cottrell, Inspector General, Office of Inspector General, distributed a handout to the subcommittee and explained the Fiscal Year 2022 Annual Report on Medicaid Services. |
|
| Rep. Elison asked about a request for nurses with Gene Cottrell responding. |
|
| Rep. Bennion thanked the Inspector General for the report and for the significant cost avoidance. |
|
| Alex Peterson, Executive Director, Judicial Conduct Commission, welcomed Rep. Brady Brammer and Sen. Jennifer Plumb from the subcommittee, as new members of the Judicial Conduct Commission, then gave a report on ethics investigations from the Judicial Conduct Commission, discussed a complaint system that has been set up, and explained budget requests. |
