1.Call to Order
Chair Grover called the meeting to order at 8:00 a.m.
2.Utah State University, Eastern Career, and Technical Education
Noelle Cockett, President, Utah State University, gave a presentation about USU. She was assisted by Clara Alder, USU Student Body President. She specifically discussed their mission, enrollment trends, timely completion, high yield degrees, environmental sustainability, appropriations, tuition and fees, budget requests, and accomplishments.
3-2023 USU Higher Ed Committee Presentation
Rep. Ballard congratulated Pres. Cockett for USU's many accomplishments.
Sen. Wilson thanked Pres. Cockett for her great leadership.
3.Approval of Minutes - Jan. 27, 2023
MOTION:Sen. Kwan moved to approve the minutes of the January 27, 2023 meeting.The motion passed with a vote of 14-0-5.

4.Bridgerland Technical College
Wendy Carter, Executive Vice President & Provost, Bridgerland Technical College, (BTC) gave a presentation regarding BTC with the assistance of Lisa Moon, VP of Instruction. They specifically discussed their service region, enrollment, statewide attainment goals, appropriations, environmental sustainability, Custom Fit, tuition and fees, budget requests, and accomplishments.
4-BTC HEAS Presentation
Rep. Ballard thanked BTC for their water reduction and the importance of workforce alignment, Keys to Success, and Women Who Succeed.
Sen. Wilson thanked BTC for their great work and specifically for the success of the nursing program.
Rep. Garner asked for clarification regarding the high school head count and the high school graduates enrolled. Wendy Carter will answer this offline.
Chair Grover reminded committee members that presentations and RFAs will be made during the next two meetings. Committee members will then meet with their respective House and Senate Chairs for prioritization and voting will take place at the last meeting on February 8th.
5.Tooele Technical College
Paul Hacking, President, Tooele Technical College gave a overview of TTC. Pres. Hacking specifically discussed enrollment, statewide attainment goals, environmental sustainability, appropriations, budget requests, successes, and challenges.
5-TTC HEAC Presentation
Rep. Ballard asked for clarification about some of the completion rates and about the proximity of the new prison and programs available. Pres. Hacking responded to both questions. She asked Pres. Hacking to collaborate with the prison to meet their needs.
Sen. Riebe thanked Pres. Hacking for the great work on behalf of all the technical colleges.
Kimberly Madsen explained some possible motions for reallocation of funds for BTC.

Dave Woolstenhulme, Commissioner, USHE, gave an overview of the Pathways Program
Taylor Adams, Associate Commissioner for Strategic Initiatives, gave a presentation regarding Pathways in the USHE system.

Steve Radford, Assistant Commissioner of Workforce Initiatives, discussed the Pathways timeline.
Comm. Woolstenhulme gave some concluding remarks regarding the Pathways Program.
Kimberly Madsen discussed a possible motion regarding moving funds from one Line Item to another for the Strategic Workforce Initiatives on Line AA4 row 8.

Jim Reilly, former astronaut and former director of the US Geological Survey; Dr. Jon Meyer, Assistant State Climatologist, Utah Climate Center Utah's Deputy Climatology; and Brian Steed, Executive Director, Janet Quinney Lawson Institute for Land, Water, and Air explained this funding request,
