Chair Hinkins called the meeting to order at 8:10 a.m.
1.S.B. 296 Performance Reporting and Efficiency Process Amendments (Ipson, D.)
Sen. Don Ipson presented the bill.
MOTION:Sen. Owens moved to pass S.B. 296 out favorably.The motion passed with a vote of 3-0-3.

2.S.B. 295 Dedicated Infrastructure District Act (McCay, D.)
Sen. Dan McCay presented the bill with the assistance of Wade Budge, Attorney, Snell and Wilmer.
Richard Catten, Former City Attorney, Catten Law, P.C., spoke in favor of the bill.
Cameron Diehl, Executive Director, Utah League of Cities and Towns, spoke to the bill.
Dan Dugan, Council Member, Salt Lake Council 6, spoke in opposition to the bill.
Zach Hartman, Managing Director, Land Advisors Organization, spoke to the bill.
Chris Gamvroulas, Ivory Development and President, Property Rights Coalition, via zoom spoke in favor of the bill.
MOTION:Sen. Kwan moved to hold S.B. 295.
Sen. Kwan withdrew the motion
MOTION:Sen. Owens moved to pass S.B. 295 out favorably.The motion passed with a vote of 4-1-1.
