1.Call to Order
Chair Cutler called the meeting to order at 8:08 AM.
2.Approval of Minutes
There are no minutes to approve.
3.RFA: Environmental Study for Transportation Infrastructure Improvement in American Fork (Rep. Christofferson)
Rep. Christofferson introduced the request. He also introduced Brad Frost, Mayor, American Fork and David Bunker, City Administrator, American Fork.
Mayor Frost explained the request for the transportation improvement study around the Front Runner station, and how it would lead to better access to multiple cities.
Rep. Christofferson further explained the need for funding and what this study will accomplish.
Mayor Frost commented on the use of the Front Runner by students.

4.RFA: UVU Lehi Campus for Health Professions Renovations (Rep. Christofferson)
Rep. Christofferson introduced Cheryl Hanewicz, Dean, College Health and Public Service, Utah Valley University (UVU), and Sue Jackson, Associate Dean, College of Health, UVU. He also introduced the request for a UVU Lehi Campus for Health Professions Renovations, and commented that there are matching funds for this request.
Dean Hanewicz detailed how the requested funding would go toward renovations of the UVU Lehi Campus.
4 - UVU Lehi Building
Sen. Buxton asked about a fund for each school that was previously established and if that fund contributed to this project. Dean Hanewicz responded.
Sen. Wilson asked if this project had gone through the Utah System of Higher Education (USHE) priority list and whether any funding from previous years had been appropriated for this project. Dean Hanewicz, Sue Jackson and Sen. Christofferson responded.
Sen. Harper asked about leveraged resources with a response from Dean Hanewicz and Steve Anderson, Associate Vice President of University Relations, UVU.
Chair Cutler asked about the number of students at the Lehi campus. Dean Hanewicz responded.
5.RFA: Regional Roadway Grid Network Study (Rep. Christofferson)
Rep. Christofferson introduced LaNiece Davenport, Planning Director, Mountainland Association of Government (MAG), and Miranda Jones Cox, Government Affairs Manager, Wasatch Front Regional Council. He then introduced a request for the regional roadway grid network study.
LaNiece Davenport introduced Michelle Carroll, Deputy Director, MAG, in the audience and Andrew Jackson, Police Sergeant, Salt Lake City Police Department (SLCPD). LaNiece Davenport explained the request for the grid study. The request would be in coordination with local governments, Utah Department of Transportation (UDOT), and Utah's urban area transit providers.
5 - Regional Roadway Study
Miranda Jones Cox expressed support for the request and stated that it would provide greater planning for a well connected multi-modal transportation system and safer options for biking and walking.
Rep. Christofferson provided comment.
Sen. Winterton asked about the two phases of funding with a response from LaNiece Davenport.
Chair Wilson asked if metropolitan planning organizations (MPOs) were putting any money into the study with a response from LaNiece Davenport.
Rep. Brammer asked how the study interacted between UDOT and the MPOs. LaNiece Davenport and Rep. Christofferson responded.
6.RFA: Marda Dillree Corridor Preservation Fund (Rep. Christofferson)
Rep. Christofferson presented the request for the Marda Dillree Corridor Preservation Fund.
Leif Elder, Director of Policy and Legislative Affairs, UDOT, gave follow-up information about the request.
Rep. Brammer, Sen. Wilson, and Rep. Stratton provided comments on the request.
7.Department of Alcoholic Beverage Services Requests
Tiffany Clason, Executive Director, Department of Alcoholic Beverage Services (DABS) introduced Cade Meier, Deputy Director, DABS and Sean Williford, Director of Finance, DABS. Tiffany Clason explained the funding request for four proposed projects: Salt Lake Warehouse Addition, Ogden Liquor Store, Roy Liquor Store Replacement, Moab Liquor Store.

Cade Meier explained the performance, productivity and efficiency measures of the DABS warehouse.
Sen. Buxton inquired about a water draining easement, with responses from Cade Meier and Tiffany Clauson. Sen. Buxton then provided comment on the presentation.
Rep. Brammer asked about the structure of the funding request with Tiffany Clason responding.
Sen. Plumb asked where the warehouse was located with a response from Cade Meier.
Sen. Buxton asked about the funding for the Parents Empowered program from DABS. Tiffany Cason responded.
Rep. Stenquist asked if the two programs, Parents Empowered and Underage Drinking, are the same program. Tiffany Clason and Cade Meier responded.
Tiffany Clason and Cade Meier further explained the request.
Chair Wilson asked about the priority list with a response from Cade Meier.
8.Risk Management - Cybersecurity ISF Coverage
Nate Talley, Deputy Commissioner and Chief Financial Officer, Utah Systems of High Education (USHE) and Rachel Terry, Director, State Risk, introduced themselves. Nate Talley explained the Cybersecurity Internal Service Fund (ISF) Coverage as a request for fees. Ivan Djambov provided assistance.
Chair Wilson stated a recommendation that staff include the two cybersecurity fees in SB 8.

Nate Talley introduced the USHE requests.

Rep. Christofferson asked about the non-state sources with a response from Nate Talley and Dave Woolstenhulme, Commissioner, USHE.
Sen. Wilson asked about Land Bank requests with a response from Commissioner Woolstenhulme.
Sen. Buxton asked about higher education capital projects funding with a response from Commissioner Woolstenhulme.
Rep. Stratton made inquiries into the presentation. Commissioner Woolstenhulme and Nate Talley responded.
Chair Cutler and Sen. Buxton asked clarifying questions. Commissioner Woolstenhulme responded.
Sen. Kwan asked about operation and maintenance funding with responses from Commissioner Woolstenhulme and Nate Talley.
Chair Wilson expressed appreciation, and recognized Jessile Anderson, Vice Chair, USHE.

10.Weber State University - Engineering Technology Building Renovation
Brad Mortensen, President, Weber State University (WSU), introduced Mark Halverson, Associate Vice President, Facilities and Campus Planning, WSU, and introduced the request for the Engineering Technology Building Renovation.
Mark Halverson explained the request and detailed the proposed renovation.

11.Salt Lake Community College - Business Building Expansion
Deneece Huftalin, President, Salt Lake Community College (SLCC) introduced Chris Martin, Vice President of Finance and Administration, SLCC, and introduced the SLCC Business Building Expansion, which would be called the Gail Miller School of Business Building. Pres. Huftalin, further explained the request.

12.RFA: Wasatch Back Transit Maintenance Operations Facility (Sen. Winterton)
Sen. Winterton introduced the Wasatch Back Transit Maintenance Operations Facility request. He then introduced Carol Rodriguez, Executive Director, High Valley Transit, and Kim Carson, Chair, Board of Trustees for High Valley Transit.
Kim Carson and Caroline Rodriguez explained the Wasatch Back Transit request.
12 - High Valley Transit Presentation
Caroline Rodriguez spoke on a new micro transit service.
Kim Carson further explained the request of an operations facility for the High Valley Transit.
Sen. Winterton gave follow-up comments on the need for the building.
Sen. Harper asked how the proposed project would fit in with the Housing Transit Reinvestment Zones (HTRZ) required by Summit County. Kim Carson responded.
Kim Carson commented on the relationship between High Valley Transit and Summit County.
Rep. Stenquist asked about the tax increment for Wasatch County, with a response from Kim Carson, Sen. Winterton, and Rep. Christofferson.
Chair Cutler asked for clarification on the cost per ride and the micro transit, with Caroline Rodriguez responding.
13.RFA: Phoston Spur Trail Connection (Sen. Winterton)
Sen. Winterton introduced the Phoston Spur Trail Connection request.
Dustin Grabau, County Manager, Wasatch County, explained the request.
Ashley Burr, Deputy Project Manager, Military Installation Development Authority (MIDA) and Allison Aafedt, Project Manager, Sky Ridge Mountain Community, further explained the request.

Rep. Christofferson asked if the request could be part of the Governor's Trail budget for the Active Transportation Investment Fund (ATIF). Rep. Winterton and Dustin Grabau responded.
Sen. Harper asked Leif Elder to answer a follow-up question about whether the proposed trail would be eligible for the ATIF project. Sen. Harper then commented that it should be included in the Governor's recommendations.
Sen. Wilson asked how the Jordanelle Trail had been paid for. Sen. Winterton, Allison Aafedt and Dustin Grabau responded.
Rep. Brammer commented about funding the request through the ATIF and whether intent language could be included to cover this request. Chair Cutler and Sen. Wilson responded.
14.RFA: Highway 191 Safety Improvements (Sen. Winterton)
Sen. Winterton introduced the request for Highway 191 Safety Improvements.
Ricki Hrenko-Browning, President, Utah Petroleum Association and Irene Hansen, County Commissioner, Duchene County, explained the request.
