Chair Ward called the meeting to order at 8:08 AM.

Stephanie Burdick, citizen, spoke in favor of additional Medicaid spending.
Heather Dopp, Advocacy Chair, Postpartum Support International Utah Board of Directors, spoke in favor of extending Medicaid postpartum coverage.
Gabriella Archuleta, Utah YWCA, spoke in favor of extending Medicaid postpartum coverage.
Gabby Saunders, lobbyist for American College of Obstetricians and Gynecologists, spoke in favor of extending Medicaid postpartum coverage.
Hannah Wankier, Chapters and Seasons, spoke in favor of extending Medicaid postpartum coverage.
Leah Moses, Board Certified Nurse Midwife, Layton Parkway Intermountain Hospital, spoke in favor of extending Medicaid postpartum coverage.

Brent Kelsey, Director, Office of Substance Use and Mental Health (OSUMH), Department of Health and Human Services (DHHS), and Amanda Alkema, Program Administrator,OSUMH, reported on Crisis Receiving Center Funding and Expenditures.
Chair Ward requested information on the request for additional appropriation. Brent Kelsey and Russell Frandsen responded.

Nate Checketts, Deputy Director, DHHS, and Tonya Hales, Assistant Division Director, DHHS, explained the funding request.
Jennifer Strohecker, Director, State Medicaid, gave an overview of the Medicaid program and the funding request.
Rep. Judkins and Rep. Ivory asked clarifying questions. Russell Frandsen, Jennifer Strohecker and Chair Ward responded.
Sen. Kennedy asked about enhanced family services, and Jennifer Strohecker responded.
Rep. Ivory asked why Utah had some of the highest rates of postpartum depression. Jennifer Strohecker responded.
Rep. Birkeland asked about coverage, and Jennifer Strohecker responded.

Sen. Anderegg asked about the percentage of air ambulances used for search and rescue. Jennifer Strohecker responded.
