Chair Winterton called the meeting to order.
MOTION:Rep. Stratton moved to approve the minutes from the May 30th, 2023 meeting.The motion passed with a vote of 7-0-2.

2.Overview of Federalism Commission
Nathan Brady, Policy Analyst, Office of Legislative Research and General Council, provided an overview of the commission's statutory mandate.
Federalism Statutory Authority Duties
Rep. Ivory commented on the commission's statutory mandate.
3.Consistency and Coordination of Resource Management Plans with Federal Outcomes
Melissa Holyoak, Solicitor General, Attorney General's Office and Redge Johnson, Director, Public Lands Policy Coordinating Office, presented on coordination of resource management plans.
Commission members asked clarifying questions to the presenters.
MOTION:Rep. Ivory motioned that the commission recommend that the Executive Appropriations Committee authorize the Division of Finance to release the funds to pursue state management of public lands. The motion passed with a vote of 6-2-1.

4.Overview of HB 253, Federalism Commission Amendments, 2023 General Session
Jaqueline Carlton, Associate General Counsel, Office of Legislative Research and General Counsel, provided an overview of the impact of HB253.
5.Federalism Policy Tracker
Samuel Hill, Utah Valley University, presented on the federalism policy tracker.
Commission members discussed the presentation and asked clarifying questions.
6.Bureau of Land Management Proposed Rule
Redge Johnson, Director, Public Lands Policy Coordinating Office, presented on the Bureau of Land Management proposed rule.
Grace Bellone, Office of Congressman John Curtis, Public Lands, Energy, Environment and Agriculture, spoke to the Bureau of Land Management proposed rule.
Cole LaCroix, Office of Senator Mike Lee, Energy, Natural Resources and Agricultural Issues, spoke to the Bureau of Land Management proposed rule.
Rep. Ivory presented on the proposed rule from the Bureau of Land Management.
MOTION:Rep. Albrecht moved for the commission to send written comments to the Bureau of Land Management regarding the proposed rule.The motion passed with a vote of 6-2-1.

David Walker, former Comptroller General of the United States, presented on Article V issues.
Dan Burton, Utah Attorney General's Office, spoke to the Article V issues.
MOTION:Rep. Ivory moved to encourage the commission chairs to take the issue forward to the Legislative management Committee, Attorney General's Office, and the Office of the Governor.The motion passed with a vote of 6-2-1.
