Greg Paras, Deputy Director, and Elizabeth Carver, Workforce Development Division Director, Department of Workforce Services, provided an overview of the Workforce Development Division, including the labor exchange system and case management programs, and responded to committee members' questions.
Adam Sweet, Policy Analyst, Office of Legislative Research and General Counsel, presented an overview of the Multi-State Occupational Licensing Learning Policy Consortium.
Mark Steinagel, Director, Division of Professional Licensing, discussed licensing as a barrier to workforce entry.
Jeff Shumway, Director, Office of Professional Licensure Review, gave an overview of the duties of the office and commented on the impact licensing has on Utah's workforce.
Elizabeth Garbe, Vice President of Public Policy, United Way of Salt Lake, gave an overview of a report called "Untapped Potential in Utah: How Childcare Impacts Utah's Workforce Productivity and the State Economy."
Kabi Catalano, Executive Director, Utah Community Builders, discussed how childcare issues impact Utah businesses and their employees.
Anna Thomas, Policy Director, Voices for Utah Children, reported on the impact of childcare issues on families and the state's economy.
Tyson Smith, Principal, Cicero Group, discussed the background of the reports presented on the issue of childcare in Utah.
3.Sunset Review: State Rehabilitation Council
3a - Presentation, Overview State Rehabilitation Council
Sarah Brenna, Division Director, Utah State Office of Rehabilitation, Department of Workforce Services, provided an overview of the purpose and accomplishments of the State Rehabilitation Council and spoke in favor of extending the sunset of the council.
MOTION:Rep. Dunnigan moved to open a committee bill file to extend the sunset for the State Rehabilitation Council for 10 years.The motion passed with a vote of 12-0-2.

4.Sunset Review: Women in the Economy Subcommittee
Kori Ann Edwards, Managing Director, Governor's Office of Economic Opportunity, provided an overview of the Women in the Economy Subcommittee and spoke in favor of extending the subcommittee's sunset.
Senator Luz Escamilla discussed the history of the subcommittee and asked for committee support to extend its sunset review.
MOTION:Sen. Millner moved to open a committee bill file to extend the sunset date for the Women in the Economy Subcommittee for five more years.The motion passed with a vote of 11-0-3.

Gus Harb, Associate General Counsel, Office of Legislative Research and General Counsel, reviewed the provisions of 2024 General Session draft legislation, "Motion Picture Incentive Amendments."
Committee discussion followed.
Virginia Pearce, Director, Utah Film Commission, responded to committee members' questions regarding incentives and benefits to rural areas of the state.
Vicki Varela, Managing Director, Office of Tourism and Film, commented on the economic impact and connection between tourism and filmmaking in Utah.
