2.SITLA Land Exchange Update
Victoria Ashby gave a brief background of the current State Institutional Trust Lands Administration (SITLA) land exchange.
2.1 Official Utah Trust Land Exchange Map
Michelle McConkie, Director, SITLA, gave an update on the current land exchange.
MOTION:Rep. Schultz moved to extend the authorization for the Governor and SITLA to proceed with the proposed land exchange as previously discussed and approved in the May 17, 2022, meeting, the April 12, 2023, meeting, and as updated today. He further moved that this authorization be extended through June 30, 2024.The motion passed with a vote of 13-0-3.

3.Legislative Management Committee Policies
John Cannon explained several recent changes to legislative staff office structures and how they relate to the proposed LMC policy changes.
3.1 LMC Draft Procurement Policy
Robert Rees, Associate General Counsel, Office of Legislative Research and General Counsel, explained proposed amendments to the LMC Procurement Policy that would allow for electronic signatures on contracts.
MOTION:Rep. Schultz moved to adopt the LMC Policy on Legislative Procurement.The motion passed with a vote of 13-0-3.

3.5 Approved LMC Procurement Policy
3.2 LMC Draft Committee Room Policy
Robert Rees explained proposed amendments to the LMC Committee Room Policy that would move the scheduling role of committee rooms to IT staff and update the fees for use of the rooms by non-legislative entities.
Rep. Lisonbee proposed an amendment to add to the end of line 25 "or another use of a legislative committee room for a legislative purpose."
MOTION:Rep. Schultz moved to adopt the LMC Policy Governing the Use of Committee Rooms as amended, including the language proposed by Rep. Lisonbee.The motion passed with a vote of 13-0-3.

3.4 Proposed Changes to Section W-202 of Proposed New LMC Policy W - Legislative Intern Program
John Cannon went through changes between the current Intern Program Policy and the proposed Legislative Intern Program Policy and answered a committee question. He also mentioned additional changes to section W-202 of the policy incorporated in the separate document titled "Proposed Changes to Section W-202 of Proposed New LMC Policy W - Legislative Intern Program."
MOTION:Rep. Schultz moved to adopt the LMC Policy for the Legislative Intern Program as amended, including the proposed changes in the separate document titled "Proposed Changes to Section W-202 of Proposed New LMC Policy W - Legislative Intern Program."The motion passed with a vote of 13-0-3.
