Greg Bell, President and CEO, Utah Hospital Association, and Laura Summers, Senior Health Care Analyst, Kem C. Gardner Policy Institute, presented the Utah Behavioral Health Coalition's July 23 draft of the Utah Behavioral Health Assessment and Master Plan.
Committee members asked clarifying questions and discussed the presentation.
Nate Checketts, Deputy Director, Utah Department of Health and Human Services, responded to questions from the committee.
MOTION:Sen. Vickers moved to open a committee bill file to address the Utah Behavioral Health Assessment and Master Plan.The motion passed with a vote of 14-0-5.

3.Mental and Behavioral Health Licenses Review
Margaret Woolley Busse, Executive Director, Utah Department of Commerce, explained why the Office of Professional Licensure Review has reviewed mental health licensing.
Jeff Shumway, Director, Office of Professional Licensure Review, Utah Department of Commerce, and Dr. Gabby Cunningham, Manager of Policy Research, Division of Professional Licensing, presented and discussed the results of the office's review of mental health licensing.
Committee members asked clarifying questions and discussed the presentation.
MOTION:Rep. Eliason moved to open a committee bill file to address at least some of the recommendations presented by the Office of Professional Licensure Review.
Michelle McOmber, CEO of Utah Medical Association, spoke to the motion.
SUBSTITUTE MOTION:Rep. Eliason moved to open a committee bill file to address recommendations presented by the Office of Professional Licensure Review, excluding potential prescribing privileges for psychologists. The substitute motion passed with a vote of 16-0-3.

Dr. David Turok, Associate Professor, University of Utah Department of Obstetrics and Gynecology, and Dr. Sarah Woolsey, Medical Director, Association of Utah Community Health, presented on reproductive health access in Utah.

5.Promoting Effectiveness and Efficiency in Health and Human Services
Tracey Gruber, Executive Director, Utah Department of Health and Human Services, Randy Loveridge, Internal Audit Director, Utah Department of Health and Human Services, and Shannon Thoman-Black, Director, Division of Continuous Quality & Improvement, Utah Department of Health and Human Services, presented on promoting effectiveness and efficiency in health and human services.
Committee members asked clarifying questions of the presenters.
MOTION:Rep. Barlow moved to adjourn at 11:00am.The motion passed with a vote of 13-0-6.
