Margaret Busse, Executive Director, Department of Commerce, Jeff Shumway, Director, Office of Professional Licensure Review, and Gabrielle Cunningham, Ph.D., Manager of Policy and Research, Office of Professional Licensure and Review, presented on OPLR's 2023 periodic review on regulated mental and behavioral health occupations.

Patrick Fleming, Chair, Utah Substance Use and Mental Health Advisory Council, spoke to OPLR's presentation and the process that OPLR took.
3.Insurance Coverage for Ambulance Supplies and Medications

Jeremy Craft, Fire Chief, Lehi City, and Legislative Chair, Utah State Fire Chief Association, presented on a recent agreement sent to transport providers from Regence Bluecross Blueshield concerning medical supplies on ambulance trips.
The committee discussed the presentation.
Clint Smith, Fire Chief, Draper City, and President, Utah State Fire Chief Association, spoke on the supply costs associated with ambulance rides.
The committee asked questions of Clint Smith. Clint Smith continued to present.

Dean Penovich, Director, Office of Emergency Medical Services and Preparedness, Department of Health and Human Services, presented on the authority the department has to regulate the medical supply market.

Eric Hales, Vice President, Network Management, Regence BlueCross BlueShield of Utah, presented on the history of Regence BlueCross BlueShield and the processes Regence follows regarding the cost of supplies on ground transport.

4.Review of the Charitable Solicitations Act

Katie Hass, Director, Division of Consumer Protection, Department of Commerce and Jennifer Adler, Policy Consultant, Department of Commerce, presented on the Charitable Solicitations Act and how it impacts charities in the state.
Rep. Maloy assumed the chair.

5.Residence Lien Recovery Fund
Rohnin Randles gave a brief background on the Residence Lien Recovery Fund.
David Hill, Executive Director, Utah Construction Suppliers Association, and John W. Salevurakis, Ph.D., Research Analyst, Utah Foundation, presented on potential issues and solutions to the depletion of funds within the Residence Lien Recovery Fund.
Chair Maloy opened the meeting to public comment.
Taz Biesinger, Utah Home Builders Association, spoke in opposition to the presentation by David Hill and John W. Salevurakis.
