4.Economic Update
Dr. Andrea Wilko and Noah Hansen, Staff Economist, LFA, presented an economic update for November 2023.

5.Point of the Mountain State Land Authority Loan
Jonathan Ball, Alan Matheson, Executive Director, Point of the Mountain State Land Authority, (POMSLA), Jim Russell, Division Director, Division of Facilities Construction and Management (DFCM), and Mike Ambre, Deputy Director, DFCM, presented on the Point of the Mountain State Land Authority Loan.
5-Memorandum Re: Point of the Mountain Infrastructure Fund
Sen. Stevenson and Jim Russell provided comment.
MOTION:Sen. Stevenson moved to authorize the Division of Finance to enter into a loan agreement with the Point of the Mountain State Land Authority for $165 million in loans from the Point of the Mountain Infrastructure Fund as appropriated by the Legislature in House Bill 3, Item 357, 2022 General Session and Senate Bill 2, Item 214, 2023 General Session. The loans shall be structured as follows: 1. Three tranches of $25 million, $50 million and $90 million 2. Interest and payments deferred for the first three years after loan origination 3. Annual interest rate of 3% with capitalized interest accruing after the deferral period 4. Repayment term of 35 years after deferral periodThe motion passed with a vote of 18-0-2.

6.Olympic Facilities Coordination

Stevenson moved that the Executive Appropriations Committee authorize the Division of Facilities Construction and Management to enter into a contract to pass through $33.5 million from the Capital Projects Fund to the Utah Olympic Legacy Foundation and require the Division of Facilities Construction and Management to report to the committee quarterly on the status of each project funded by the Legislature.The motion passed with a vote of 19-0-1.

Nate Osborne, Financial Analyst, LFA, introduced the next speakers. Dan Andersen, Executive Director, Utah Retirement Services (URS), presented on the Utah Retirement Rate Changes for fiscal year 2025.

Chet Loftis, Managing Director, Public Employees Health Program (PEHP), presented the PEHP Rate Changes for fiscal year 2025.

9.Higher Education Appropriations Subcommittee Revenue Sources
Joseph Fitzgerald, Financial Analyst, LFA, presented the Higher Education Appropriations Subcommittee Revenue Sources.

MOTION:Sen. Stevenson moved to adopt the presented changes for the Higher Education Base Budget as recommended by the Higher Education Appropriations Subcommittee as part of the accountable budget process, including the restructuring of the line items and programs of the higher education institutions and the inclusion of the section titled "Higher Education Funds" which includes a budget capturing all sources of revenue and expenditure for the public institutions of higher education in the State of Utah.He also moved to adopt the changes presented on November 14, 2023, including adding a line item to each institution entitled "Special Projects" and authorize legislative staff, in consultation with the Co-Chairs of the Executive Appropriations Committee, to make the final determination of what projects should be included in the "Special Projects" line item.The motion passed with a vote of 17-0-3.

Steven Allred and Adjutant General Daniel Boyack presented the accountable process budget for the Utah National Guard.
