Chair Burton called the meeting to order at 9:05 a.m.
Chair Burton introduced Brigadier General Chris Buckner, who was in attendance for Major General Daniel Boyak.
2.Draft Legislation "Wind Energy Facility Siting Modifications"
2a - 2024 General Session draft legislation, Wind Energy Facility Siting Modifications, v2
Brian Garrett, Deputy Director, Utah Department of Veterans and Military Affairs, discussed the provisions of 2024 General Session draft legislation, "Wind Energy Facility Siting Modifications," which would require documentation attesting that proposed construction of a wind energy facility would not encroach upon or otherwise adversely impact the military.
MOTION:Gary Harter moved to approve the minutes of the August 8, 2023, meeting.The motion passed with a vote of 11-0-9.

Brian Garrett, Deputy Director of Military Affairs, Utah Department of Veterans and Military Affairs, discussed 2024 General Session draft legislation, "Utah National Guard Amendments," which would modify provisions related to the Utah National Guard.
4.Military Interstate Children Amendments
4a - Military Interstate Children's Compact Commission Education
Brian Garrett, Deputy Director of Military Affairs, Utah Department of Veterans and Military Affairs, discussed recent legislation that has impacted the state's participation with the Military Interstate Children's Compact Commission.
Commission discussion followed.
Public comment on the issue was received from Kathy Allred, Military Family Specialist, Utah PTA Board.
5.Governor's Challenge for Suicide Prevention Update

Cory Pearson, Deputy Director, Veterans Services, Department of Veterans and Military Affairs, and Carol Ruddell, Administrator for Suicide Prevention, Department of Health and Human Services, discussed the activities and accomplishments of the Governor's Challenge for Suicide Prevention.
6.Veterans Court Update
Michael Drechsel, Assistant State Court Administrator, and Katy Collins, Statewide Treatment Court Coordinator, Administrative Office of the Courts, provided an update regarding the Veterans Court program and responded to questions from the commission.
Amy Earle, Justice Clinical Recovery Services, Veterans Administration, responded to a question about wrap-around services.
Jessica Mann, Veterans Justice Outreach Coordinator, Veterans Administration, discussed resources and activities of the outreach program.
7.Protection of Encroachment for Military Missions
Gary Harter, Executive Director, Department of Veterans and Military Affairs, introduced the issue.
Tyler Smith, Installation Resiliency Program Manager, Department of Veterans and Military Affairs, discussed recent legislation regarding the protection of encroachment for military missions.

In the absence of a quorum, Chair Burton adjourned the meeting at 10:56 a.m.
