3a-Accountable Process Budget - ORS Presentation
Josh Pittman introduced the Accountable Base Budget for the Office of Recovery Services.
Rep. Lesser asked which employee position would give the state the biggest bang for its buck. Josh Pittman and Georgia Wood, Director, Division of Office of Recovery Services, Department of Health and Human Services (DHHS), responded.
Rep. Ward asked for additional information on the reduction of staff and the reduction in the amounts recovered. Georgia Wood responded.
Rep. Judkins asked about the impact of pay on hiring employees. Georgia Wood responded.
Rep. Lee asked for a comparison between public and private sector employee benefits. Georgia Wood responded.
3b-Performance Measures for Approval in DHHS (ORS and DSPD)
MOTION:Rep. Ward moved to approve the DHHS performance measure changes for FY 2025 on the document entitled "3b" posted with today's materials as well as approving staff to prepare the 2024 Social Services Base Budget Bill with all appropriate technical changes such as dates and agency or division names as needed for all other DHHS measures included in 2023 GS bills.The motion passed with a vote of 12-0-5.

Josh Pittman introduced the Accountable Base Budget for Operations and Policy of Workforce Services.
Rep. Judkins requested clarification on performance measure adjustments and the Navajo Revitalization Funds. Christina Oliver, Director, Division of Housing and Community Development, Department of Workforce Services (DWS), and Chair Anderegg responded.
Rep. Judkins asked about the Utah Community Center for the Deaf Fund. Greg Paras, Deputy Director, DWS, responded.
Rep. Ward asked for clarification on Performance Measure Adjustments. Kevin Burt, Deputy Director, DWS, responded.
Rep. Walter asked why the goal for the number of housing units has declined. Georgia Wood responded.
MOTION:Rep. Chair Anderegg commented on the need to fund rural search and rescue operations.
Rep. Judkins asked for additional information on funding the training. Heather Borski, Assistant Deputy Director, DHHS, responded.
Rep. Ward asked for more information on health insurance policies for emergency medical service workers. Heather Borski and Marc Watterson, Office of Legislative Affairs, DHHS, responded.
Rep. Judkins asked if current emergency service providers are applying for insurance and what incentives they want. Marc Watterson responded.
Rep. Judkins asked if the SHARP survey is still being used. Heather Borski responded.
Rep. Judkins asked about the reduction of funding for inmates' medication. Rep. Dailey-Provost and Sean Faherty responded.
Rep. Judkins commented on PRISM and asked if it is currently or will ever work correctly. Chair Anderegg, Russell Frandsen, and Sean Faherty responded.
Rep. Ward asked if the item would go to the Executive Appropriations Committee. Russell Frandsen responded.
MOTION:Rep. Ward moved to approve all of the staff recommendations on rows 2 through 25 on the Funding Item Follow-Up Report - Voting Document Dated 9/20/2023.The motion passed with a vote of 13-0-4.

Chair Anderegg explained accountable base budgeting vs. zero base budgeting.
Russell Frandsen continued explaining possible motions.
Sen. Judkins commented on the need to grandfather in those already on medications and peer-to-peer review options for medications.
Russell Frandsen defined preferred drug lists.
Rep. Lesser stated that generic medications are not always equally efficacious.
Chair Anderegg commented on his frustration with the Legislature requiring doctors to prescribe generic medications first.
Sen. Kennedy talked about his negative experiences with Medicaid interference in doctor-patient relationships.
Rep. Ward mentioned that private insurance also interferes with doctor-patient relationships.
Russell Frandsen continued with the presentation.

Jennifer Strohecker discussed alternatives to opioids for lower back pain.
Sen. Anderegg resumed the chair.
Rep. Ward commented on the difference between short-term and long-term back pain and the effect of starting off with opioids for treatment. Jennifer Strohecker responded.
Rep. Lesser asked how Oregon shifted pain care away from opioids. Jennifer Strohecker responded.
Rep. Ivory asked how other factors which affect lower back pain are considered. Jennifer Strohecker and Russell Frandsen responded.

Carmen Richins, Director, Division of Licensing and Background Checks, DHHS, discussed verifying background checks for ICF-ID employees.
Rep. Judkins asked how often the division gets complaints about staff who haven't had background checks. Carmen Richins responded.
MOTION:Rep. Ward moved to approve the staff recommendations on slide pages 5 and 6 in Accountable Base Budget Review October 2023 and express committee support for the two additional recommended funding options .
Sen. Kennedy asked if one bill could cover savings and allocations. Rep. Ward and Russell Frandsen responded.
Rep. Ward's motion passed with a vote 12-0-5.

Rep. Ward asked the division how long will it be before the system is better for its users. Jennifer Strohecker responded.
Chair Anderegg stated that the process when utilizing new systems is to go from storming to norming to performing.
