John Cannon gave a brief overview of four reports submitted to the committee.

2.Risk Assessment Audit
2.1 High-Risk List: Identifying and Mitigating Critical Vulnerabilities in Utah - 2023
Kade Minchey, Legislative Auditor General, Office of the Legislative Auditor General (OLAG) and Andrew Poulter, Lead Auditor, OLAG, gave an overview of the Risk Assessment Audit.
3.Performance Reporting and Efficiency Requirements Report
Kimberly Madsen, Performance Initiatives Manager, Office of the Legislative Fiscal Analyst (OLFA), introduced Tim Bereece, Operations Analyst, OLFA, and Heidi Tak, Senior Operations Analyst, OLFA, the team working on the performance reporting and efficiency requirements efforts.
Kimberly Madsen gave an overview of efficiency evaluations processes.
Brian Dean, Deputy Auditor General, OLAG, introduced Brent Packer, Lead Auditor, OLAG, recognized Skylar Scott, Lead Auditor, OLAG, and discussed OLAG's role in efficiency evaluations.
4.Office of Professional Licensure Review
John Cannon introduced the agenda item.
4.1 Proposed List of Regulated Occupations for CY 2024 Periodic Review
Margaret Busse, Executive Director, Department of Commerce, gave an overview of the license changes being proposed by the Office of Professional Licensure Review (OPLR).
Jeff Shumway, Director, OPLR, went over the proposed and modified list of regulated occupations for 2024 and answered committee questions.
MOTION:Sen. Vickers moved to approve the proposed list of regulated occupations for periodic review as modified and presented in today's meeting.The motion passed with a vote of 12-0-4.

7.Legislative Management Committee Policies
7.1 Legislative Management Committee Policy for Obtaining Formal Legal Opinions
Christopher Williams, Associate General Counsel, OLRGC, gave an overview of the Legislative Management Committee Policy for Obtaining Formal Legal Opinions and answered committee questions.
MOTION:Sen. Vickers moved to approve the proposed Policy for Obtaining Formal Legal Opinions and to repeal the current Policy on Internal Legislative Procedures.The motion passed with a vote of 13-0-3.
