1.Call to Order/Approval of Minutes
Chair Burton called the meeting to order at 8:11 a.m.
There were no minutes to approve.
2.Utah Prosecution Council
Andrew Talleh presented the LFA introduction with an overview of the Prosecution Council. The agency offers statewide prosecution. Their mission is to provide high quality training to state and local prosecutors and law enforcement and to promote ethical and professional justice administration.
2b-UPC - Legislature Presentation 2024
Robert Church, Director, Utah Prosecution Council (UPC), explained that UPC was created by statute and the only entity mandated to train Utah's prosecutors, in addition to the training of law enforcement officers. He presented an overview of the Council along with two budget requests for FY2025.

Director Church responded to a question from Rep. Acton related to other states having prosecution councils.
3.Department of Public Safety
Gary Syphus addressed the LFA presentation for the Department of Public Safety. He highlighted the budget found in COBI, along with federal grants, fees, and proposed budget cuts for repurposing.
Jess Anderson, Commissioner, Department of Public Safety (DPS), responded to questions from Sen. Ipson and Sen. Owens related to the $2,600,000 excess referenced in the presentation by Gary Syphus.
Commissioner Anderson responded to the need and use of emergency funding addressed in the presentation of the Department of Public Safety. He commented on priorities, goals, keeping Utah safe, and discussed the transition of EMS into DPS. Commissioner Anderson then discussed recommended funding.
3-DPS - Budget Presentation
Rep. Clancy asked Commissioner Anderson a question related to the Governor's plane asking what department that would fall under. He responded and then continued his presentation commenting on Video Redaction Personnel and H.B. 343 Privacy Officer. Rep. Gwynn provided context to the time required to redact video.
Commissioner Anderson completed his presentation of recommended funding with Peace Officers Standards and Training, 911 Dispatch Contracts, Victims Services Staffing, Bureau of Emergency Medical Services, Lethality Assessment Program Staff, School Safety Support Staff, and Victim Information Network.
Joe Brown, Finance Director, DPS, noted that the Governor requested the state disaster recovery restricted account be replenished. He acknowledged that the budget adjustments suggested by Gary Syphus are fair and that he has been a great analyst for the department. Finance Director Brown appreciated the opportunity to explain why they feel the suggested adjustments are still necessary in their budget and he requested that no funds be taken out of the Enforcement Fund.
Sen. Owens indicated that staff will support DPS in whatever way possible.
4.Utah Sheriff's Association
The Utah Sheriff's Association was not heard.
