42                   (3) "Genetic modification" means the modification of genetic material:
43                   (a) through modern biotechnology, directed evolution, or other mechanism; and
44                   (b) in a way that does not occur naturally or that does not occur at a natural rate. } "mRNA vaccine" means a vaccine that introduces a piece of mRNA into the cells of an animal to induce the production of a viral protein in the animal's cells.
