1.Call to Order
Chair Ward called the meeting to order at 8:09 a.m.
2.Medicaid Spending Statewide - Issue Brief
Russell Frandsen presented the Issue Brief on Medicaid Spending Statewide.

Rep. Judkins asked staff for additional information on bar graph showing expenditures on children, and Russell Frandsen responded.
2-Medicaid Spending Statewide FY 2023 - Issue Brief
2a-Medicaid Consensus Forecasting - Issue Brief
Nate Checketts, Deputy Director, Department of Health and Human Services (DHHS), and Jennifer Strohecker, State Medicaid Director, presented the Issue Brief on Medicaid Consensus Forecasting.
Rep. Judkins asked for clarification on budget adjustments and marketplace insurance, and Nate Checketts responded.
Rep. Ballard asked if budget cuts stay in the Social Services Subcommittee, and Chair Ward and Russell Frandsen responded.
Chair Ward asked if there are any options DHHS recommends to lower ongoing costs in the forecasted growth for Medicaid consensus, and Jennifer Strohecker responded.
Rep. Judkins expressed concern for people who disenroll from Medicaid but don't subsequently obtain other insurance, and Nate Checketts and Jennifer Strohecker responded.
Chair Ward requested information on data sharing, and Jennifer Strohecker and Nate Checketts responded.
Chair Ward asked what is being done to prevent the state's Medicaid fund from going bankrupt when the federal government requires the state to pay for ultra high cost prescriptions, and Nate Checketts and Jennifer Strohecker responded.
3.Review of and Viability of Medicaid Expansion Fund Budget

Nate Checketts gave a presentation on Medicaid Expansion Fund expenses, which also included aesthetically pleasing charts.
Russell Frandsen clarified information in the presentation.
Rep. Judkins asked how Medicaid Expansion Funds can be spent, and Nate Checketts responded.
Rep. Judkins requested additional information on Medicaid Expansion Fund expenditures, and Dave Checketts responded.
Chair Ward asked about redirecting funds, and Dave Checketts responded.
Russell Frandsen provided additional information on using Medicaid Expansion Funds.
4.Review of Department of Health and Human Services' Health Care Administration Base Budget
Russell Frandsen reviewed Health Care Administration Base Budget for DHHS.
Kevin Burt, Deputy Director, Department of Workforce Services (DWS), explained the recertification process for Medicaid recipients.
Russell Frandsen explained motions for consideration.

Rep. Ballard commented on the importance of Medicaid for inmates.
Sen. Escamilla asked for more information on the funding recommendations, and Russell Frandsen responded.
Rep. Dailey-Provost asked about funding for targeted staff increases, and Russell Frandsen and Chair Ward responded.
Rep. Judkins asked for clarification on the percentages, and Chair Ward responded.
Sen. Escamilla asked if limitations could be placed on where funds go, and Russell Frandsen responded.

Brent Kelsey, Director, and Pam Bennet, Assistant Director, Office of Substance Use and Mental Health, DHHS, gave a presentation on Home Court Pilot.
5c-Rural Receiving Center
Brent Kelsey presented a request for Rural Receiving Center and MCOTS.
Rep. Ballard asked why receiving centers provide 23-hour care, and Brent Kelsey responded. Rep. Ballard asked if the receiving centers are linked with SafeUT, and Brent Kelsey responded.

Jennifer Strohecker made the funding requests for Psychotropic Oversight Foster Medicaid Parity, Medicaid Coverage of Housing Support Services, Medicaid Coverage of the Justice Involved, Targeted Medicaid Provider Rate Increases, HCBS Waiver Rate Increase, and FMAP Buffer.
Rep. Dailey-Provost requested additional information on the model of care for justice-involved individuals, and Jennifer Strohecker responded.
Sen. Kennedy asked for information on the 90-day pre-release comprehensive program for incarcerated individuals, and Jennifer Strohecker responded.
Sen. Escamilla commented on an earlier bill to fund increased medical care in prisons.
Jennifer Strohecker continued with the presentation and funding requests.
Wayne Niederhauser, State Homeless Services Coordinator, discussed the importance of the increased services for the homeless population, particularly those who were recently incarcerated.
