MOTION:Sen. Stevenson moved to adopt the revised revenue estimates for FY 2024 (column c) and FY 2025 (column f) as shown on the green sheet entitled, "Revenue Estimates - February 2024" dated today, February 23, 2024.The motion passed with a vote of 11-0-9.

MOTION:Sen. Stevenson moved to authorize legislative staff to draft the following bills:- House Bill 2, New Fiscal Year Supplemental Appropriations Act- Senate Bill 3, Current Fiscal Year Supplemental Appropriations- Senate Bill 2, Public Education Budget Amendments- House Bill 8, State Agency and Internal Service Fund Rate Authorization and Appropriations, and - Senate Bill 8, State Agency and Higher Education Compensation Appropriations as Executive Appropriations Committee bills.Staff shall include in Senate Bill 8 funding for a 3 percent cost of living adjustment and pay-for-performance equivalent to 2 percent for state agencies, discretionary pay increases equal to 5 percent for elected officials and 3 percent for higher education employees, a 0.7 percent salary increase for employees participating in a Tier 2 retirement plan, funding for benefit cost changes as recommended by the Utah Retirement Systems and Public Employees Health Program, adjustments to termination pools as recommended by the Board of Trustees of the State Post-Retirement Benefits Trust, and other compensation changes as shown on the lilac packet. In consultation with the co-chairs of the Executive Appropriations Committee, while drafting appropriation bills the Legislative Fiscal Analyst may make any technical changes necessary, including balancing between funds and fiscal years to balance the overall budget. The motion passed with a vote of 18-0-2.
