MOTION:Patty Norman moved to approve the minutes of the June 17, 2024, meeting.The motion passed with a vote of 9-0-6.

3.Local Education Agency School Safety and Security Personnel Updates

Rick Woodford presented on the process of appointing a school safety and security director.
Matt Pennington and Rep. Wilcox provided additional information on director and guardian standards and training.
Katie Mazzie, Assistant Commissioner for Strategic and Government Affairs, Utah System of Higher Education, presented on security personnel updates in charter schools authorized by higher education institutions.

Paul Kremer, Executive Director, Utah Charter School Board, presented on security personnel updates in charter schools authorized by the Utah Charter School Board.

4.County Security Chief Updates
Mikelshan Bartschi, County Security Chief, Cache County, presented updates on county security chief appointments.

5.State Security Chief
Matt Pennington provided updates on the Education Advisory Board and on hiring staff for the State Security Chief's office.
6.School Safety and Security Personnel Requirements
Acting Chair Gwynn briefed the task force on closing the meeting.
MOTION:Matt Pennington moved to close the meeting to the public under Utah Code Subsection 52-4-205(1)(f) to discuss deployment of security personnel, devices, or systems.The motion passed with a vote of 10-0-5.

MOTION:Rep. Eliason moved that the School Security Task Force approve funding from the $50M general grants appropriation in 2024 General Session H.B. 84, School Safety Amendments, for the State Security Chief to acquire the guardian identifiers, selected by the State Security Chief through an RFP process, for all guardians in Utah public schools.The motion passed with a vote of 11-0-4.
