2.Legislative Audit Report Ogden-Hinkley Airport |
|
Jesse Martinson, Audit Manager, Office of the Legislative Auditor General (OLAG), introduced Andrew Poulter, Audit Lead, OLAG. The audit reviewed the Ogden-Hinckley Airport's management history, hangar management, and overall airport management. |
|
Andrew Poulter and Jesse Martinson presented the audit and discussed the recommendations. |
|
Rep. Maloy asked about the proposed benefits from the $10 million state funding in 2020. Jesse Martinson and Andrew Poulter responded. |
|
Andrew Poulter responded to Rep. Christofferson's question regarding the airport's inability to operate on a profitable basis. |
|
Sen. Buxton answered Rep. Maloy's question with respect to the $10 million state funds. |

3.UDOT Trails Division Update |
|
Josh Van Jura, Director, Trails and Transit Division, Utah Department of Transportation (UDOT), and Ben Huot, Deputy Director of Planning and Investment, UDOT, reviewed the Utah Trail Network program and discussed guiding principles, regional workshops, and the prioritization model. |

4. UDOT Trails Presentation |
|
Josh Van Jura responded to several questions from committee members regarding the 19 trail project tiers, connecting trails, trails used for transportation vs. recreation, and funding for communities that don't fit the criteria. |
|
Ben Huot commented on the Provo River Parkway Trail and responded to questions from Sen. Winterton and Rep. Stratton regarding the trail through Vivian Park and the Murdock Canal Trail. |
|
Josh Van Jura answered a question from Rep. Maloy on the difference between a trail and a bike path. |
|

5.Overview of State Agency Capital Development Request Prioritization Process |

Mike Ambre, Director, Division of Facilities Construction and Management (DFCM), introduced Matt Boyer, Assistant Director of Capital Development, DFCM, who reported on the capital development requests and the ranking process for new buildings throughout the state. |

6.Taylorsville State Office Building Space Utilization Report |
|
Michael Ambre, Director, DFCM, reported on the Taylorsville Office Building Space Utilization Report and responded to a question from Rep. Cutler related to employee feedback as they move to regional centers. He also responded to a question from Rep. Christofferson related to the practice of letting agencies know what the cost is of maintaining their facility. |

Michael Ambre concluded his presentation with an update on the Gunnison well. He responded to a question from Rep. Elison regarding the project's oversight. |

Ivan Djambov, Finance Manager, Legislative Fiscal Analyst, introduced a memo discussing the issues, historic metrics, and rationale for agency reports. This memo addresses the issues brought forth by the Executive Appropriations Committee regarding the performance measures included in intent language during the 2024 General Session. |

Career Service Review Office - Akiko Kawamura, Administrator, provided a background of the office, highlighted their mission, and reported on four measures and goals. |
|
Department of Government Operations (DGO) - Marvin Dodge, Executive Director, reported on Performance Measures for FY 2025 and highlighted a series of measures. |

Marvin Dodge responded to Sen. Buxton's question regarding security and to Rep. Christofferson's question regarding setting rates. |
|
Utah Department of Transportation - Ben Huot and Nathan Lee, UDOT, discussed performance measures and targets in three specific areas, including safety index, preservation index, and mobility index. |
|
Rep. Elison asked what measures can be taken to reduce the number of crashes, and Nathan Lee responded. |
|
Utah Education and Telehealth Network - Lisa Kuhn, Chief Financial Officer, discussed the following performance measures: IVC Events conducted over UETN IVC Systems, Network Circuits, and Utilization of Canvas. |
