Chair Eliason informed the committee of the committee bill files opened since the last interim meeting.
1.Income Tax Credit Review
Jared Gibbs, Economist, Office of the Legislative Fiscal Analyst (LFA), presented an overview and analysis of the High Cost Infrastructure Development Tax Credit and Enterprise Zone Tax Credit.

2.Refundable Economic Development Tax Credit Review
3 - Three Year Economic Development Tax Increment Financing Review (Governor's Office of Economic Opportunity)
Jim Grover provided an overview of the Refundable Economic Development Tax Credit, which is also known as Economic Development Tax Increment Financing (EDTIF).
Reed Chase, Audit Partner, Tanner Accountants and Advisors, presented the EDTIF program review which is conducted every three years.
Sen. McCay assumed the chair.

David Damschen, President & CEO, Utah Housing Corporation (UHC), presented the tax credits, grant programs, and governance structure of UHC.

5.Property Assessment Review Information Report

Chris Stitt presented an overview of the Property Assessment Review Information Report.
Adam Kolowich, Legislative Affairs Director, Utah Association of Counties, and John Ulibarri, Assessor, Weber County, responded to the report.
The committee asked questions. John Ulibarri responded with Sen. McCay provided comments.
The committee continued to discuss property assessment and taxation.
6.Streamlined Sales and Use Tax Agreement (SST)

Chris Stitt provided a brief overview of the Streamlined Sales and Use Tax Agreement (SST).

Sen. Wayne Harper presented Utah's current SST status.

Sen. Bramble provided a brief history of Utah's SST status.
Rebecca Rockwell, Commissioner, State Tax Commission, provided additional information in regards to SST.
7.Statutorily Required Reports
Chris Stitt informed the committee of reports the committee has received and the availability of the reports on the agency reporting website.
8.Social Security Taxation
Sen. Harper presented an overview about how Utah taxes social security income and potential policy changes that could be considered during the upcoming 2025 General Session.
Sen. Wilson informed the committee and Sen. Harper of a bill file that would address social security taxation.
9.Property Tax Code Recodification - Draft Legislation
Rep. Doug Welton and Burt Harvey, Division Manager, Public Services and Tax Administration, Utah County, briefly summarized 2025 General Session draft legislation, "Property Tax Code Recodification."
Chair Eliason asked a clarifying question and Burt Harvey responded.
John Valentine, Commissioner, State Tax Commission, provided a comment.
