1.Call to Order
Chair Barlow called the meeting to order at 8:00 a.m.
2.Office of the Great Salt Lake Commissioner

Brian Steed, Commissioner, and Tim Davis, Deputy Commissioner, Office of the Great Salt Lake Commissioner, gave the presentation.
Sen. Sandall requested clarification on Great Salt Lake water levels, and Tim Davis and Brian Steed responded.
Rep. Albrecht suggested more communication with county commissions, Farm Bureau, and other organizations, and Brian Steed responded.
Rep. Chew agreed with Rep. Albrecht's suggestion.
Rep. Nguyen requested additional information about dust monitors and Brian Steed, and Tim Davis responded.
Chair Barlow asked for clarification on drought levels, and Brian Steed responded.
3.Division of Water Rights

Teresa Wilhelmsen, State Engineer / Division Director, and Blake Bingham, Deputy State Engineer, Division of Water Rights, presented the report.
Rep. Chew asked about well abandonment, and Teresa Wilhelmsen responded.
Rep. Shipp inquired regarding ground water management plans, and Teresa Wilhelmsen responded.
Rep. Bennion asked about well applications, and Teresa Wilhelmsen responded.

Lacey Moore reviewed voting packet information related to the Division of Water Resources.

Candice Hasenyager, Director, and Jim Egbert, Finance Manager, Division of Water Resources, presented the information.
Chair Barlow asked for more information on drones used in cloud seeding, and Candice Hasenyager responded.
Sen. Musselman inquired regarding cloud seeding costs, and Candice Hasenyager responded.
Sen. Hinkins asked for additional clarification on cloud seeding costs being shared with nearby states, and Candice Hasenyager responded.
Chair Barlow asked about the difficulty of hiring people to do cloud seeding in remote areas and Candice Hasenyager responded.
5.Utah Water Ways

Tage Flint, Executive Director, Utah Water Ways, presented the report.
Rep. Chew asked about educating the public on water conservation, and Tage Flint responded.
Sen. Musselman requested additional clarification on educating the public and funding sources, and Tage Flint responded.
Rep. Shelley made a comment on promoting xeriscape landscaping and Tage Flint responded.

Sen. Hinkins asked about funding sources, and John Mackey responded.
Rep. Bennion requested more sharing of information to the public, and Chair Barlow responded.

8.Utah Water Agent
Lacey Moore introduced the item and commented on the Water Agent budget and operations.

Joel Ferry, Utah Water Agent, and Executive Director, Department of Natural Resources (DNR), gave the presentation with the assistance of Alan Packard, General Manager, Jordan Valley Water Conservancy District.
9.Colorado River Authority
Lacey Moore presented proposed performance measures for the Colorado River Authority (CRA).

Rep. Chew shared some concerns with the program, and Marc Stilson responded.
Rep. Snider asked for clarification on water being deposited into Lake Powel,l and Marc Stilson and Amy Haas responded.
Logan Anderson, Finance Manager, CRA, shared more funding information.
10.RFA: Telemetry for Wilderness Irrigation Lakes (Rep. Chew)
