Chair Gwynn called the meeting to order at 8:11 a.m.
1.Utah Communications Authority
Gary Syphus provided an overview of the LFA presentation for the Utah Communications Authority.
Tina Mathieu, Director, Utah Communication Authority (UCA), and Chris Hughes, Administrative Services Director, UCA, addressed the committee members with an introduction to the organization and an update on the massive radio project.
Tina Mathieu responded to a question from Rep. Gwynn related to agencies having the correct radios.
Sen. Ipson and Sen. Owens provided comment.
2.Utah Department of Public Safety (Law Enforcement Programs)
Gary Syphus presented the LFA introduction to the Department of Public Safety (DPS).

Jess Anderson, Commissioner, DPS, reported on budget requests, Crime Center staffing and operations, School safety staffing, and Aero Bureau operations.
Rep. Burton provided comment.
Jess Anderson responded to a question from Sen. Ipson related to the on-going cost of Aero Bureau operations.
Jess Anderson addressed the need for Highway Patrol Troopers.
Col. Mike Rapich, Superintendent, Utah Highway Patrol, reported on budget requests including trooper overtime, fuel and vehicle costs, video redaction personnel, records management software, and reallocation.
Sen. Ipson provided comment.
