| MOTION:Sen. Stevenson moved to authorize legislative staff to draft the following bills: - House Bill 3, Current Fiscal Year Supplemental Appropriations - Senate Bill 2, New Fiscal Year Supplemental Appropriations Act - House Bill 2, Public Education Budget Amendments - First Substitute House Bill 8, State Agency and Higher Education Compensation Appropriations, and - First Substitute Senate Bill 8, State Agency Fees and Internal Service Fund Rate Authorization and Appropriations. Staff shall include in the First Substitute House Bill 8 funding for 2.5 percent cost living adjustment for state agency employees, pay for performance equal to 1 percent one-time for state agency employees, discretionary pay increases equal to 2.5 percent for elected official, judiciary, and higher education employees, discretionary bonuses equal to 1 percent one-time for employees of elected officials and the judiciary, funding for benefit cost changes as recommended by the Utah Retirement Systems and Public Employees Health Program, adjustments to termination pools as recommended by the Board of Trustees of the State Post-Retirement Benefits trust, and other compensation changes as shown on the lilac packet. In consultation with the co-chairs of the Executive Appropriations Committee, while drafting appropriations bills the Legislative Fiscal Analyst may make any technical changes necessary, including balancing between funds and fiscal years to balance the overall budget.The motion passed with a vote of 18-1-1. | |||
