MOTION:Chair Ward moved to approve the following motions: AZ9 - Pursuant to Section 63J-1-603 of the Utah Code, the Legislature intends that under Item 46 of Chapter 10, Law of Utah 2024 up to $1,500,000 General Fund provided for the Department of Health and Human Services Operations line item shall not lapse at the close of Fiscal Year 2025. The use of any nonlapsing funds is limited to behavioral health internships for social services agencies. AZ10 - Pursuant to Section 63J-1-603 of the Utah Code, the Legislature intends that under Item 47 of Chapter 10, Laws of Utah 2024 up to $830,000 General Fund provided for the Department of Health and Human Services Clinical Services line item shall not lapse at the close of Fiscal year 2025. The use of any nonlapsing funds is limited to the behavioral health loan repayment for social services agencies program. AZ11 - Pursuant to Section 63J-1-603 of the Utah Code, the Legislature intends that under Item 46 of Chapter 10, Laws of Utah 2024 up to $250,000 General Fund provided for the Department of Health and Human Services Operations line item shall not lapse at the close of Fiscal Year 2025. The use of any nonlapsing funds is limited to the Communications Awarenss Pilot Program. AZ12 - If the following budget reduction option is approved "Hospital Medicaid Outlier Payment Methodology," then the following intent language is approved: The Legislature intends the Department of Health and Human Services (DHHS) pursue implementation of a cost-based outlier payment coupled with an All-Patient Refined Diagnosis Related Groups (APR-DRG) inpatient hospital reimbursement methodology for urban areas, including appropriate policy adjusters (as defined by DHHS and in consultation with the industry), with an effective date of July 1, 2028. The hospital assessment and related intergovernmental transfers from the University of Utah Hospitals and Clinics will increase in the exact amount of the General Fund budget reduction effective July 1, 2026. DHHS will use the hospital assessment increase that begins in FY2027 to keep the Medicaid inpatient hospital base payments (DRG base and outliers) effectively at the same payment level as in SFY 2026. DHHS will not use the increase to change the amount of directed payments. Until July 1, 2028, DHHS will continue to rebase base payments annually to offset for chargemaster growth. AZ20 - If the Subcommittee approves the reduction "Home Health Multiplier" then do the following: 1. Update the description to have no changes to the skilled home care services statewide. a. This has the effect of reducing the available savings by $45,000 General Fund to ($4,655,000). 2. Use $4,457,500 of the savings to fund #8 "Home Health Rate increase" on the ongoing list with a start date of January 2026. a. This has the effect of funding this item internally and leaving ($197,500) on the reduction list for "Home Health Multiplier."The motion passed with a vote of 13-0-3. | |||

This account was closed July 2024 and this removes the appropriations from this eliminated account. AZ15 - Staff remove all $20,000 one-time and ongoing funding in FY 2025 and FY 2026 from the Department of Health and Human Services' Public Health, Prevention, and Epidemiology line item from the Cancer Research Restricted Account.
