Chair Walter called the meeting to order at 9:07 a.m.
MOTION:Sen. Kwan moved to approve the minutes of the February 3, 2025, meeting.The motion passed with a vote of 6-0-4.

Jesse Martinson, Office of the Legislative Auditor General, presented a report on "A Performance Audit of the Signature Verification Process."
Ryan Cowley, Director of Elections, Office of the Lieutenant Governor, and Brian McKenzie, Davis County Clerk, responded to the audit report and to committee members' questions.

4.Other Items/Adjourn
4 - Proposed Rulemaking Oversight Groups
Chair Walter introduced proposed divisions of rulemaking oversight by committee members to review the bimonthly Utah State Bulletin, which contains notices of new administrative rules, existing administrative rule updates, and emergency rules.
Due to the lack of a quorum, Chair Walter adjourned the meeting at 12:11 p.m.
