Chair Stevenson called the meeting to order at 2:06 PM.
MOTION:Rep. Peterson moved to approve the minutes of May 20th, 2025.The motion passed with a vote of 13-0-7.

2.Federal/Non-Federal Grants and COVID-19 Materials Update
Brad Newbold, Federal Assistance Management Officer, Governor's Office of Planning and Budget (GOPB), and Josh Pittman, Financial Analyst, Legislative Fiscal Analyst (LFA), presented the Federal/Non-Federal Grants Review.

Peterson moved to recommend acceptance of the federal and non-federal grants as outlined on page 1 of the report entitled, “Federal/Non-Federal Grants Review and Approval” under the heading, “Grants Requiring EAC Review and Recommendation” and dated September 15, 2025.The motion passed with a vote of 16-0-4.

3.Utah Inland Port Loan Execution Report
Ariane Gibson, Chief Financial Officer, Utah Inland Port Authority (UIPA), presented on a loan for PCC Land LLC from the Authority Infrastructure Bank.

MOTION:Rep. Peterson moved to approve the loan as presented to the committee by the Utah Inland Port Authority.The motion failed with a vote of 9-8-3.

4.Higher Education Strategic Reinvestment Plan
Geoff Landward, Commissioner, Utah Systems of Higher Education (USHE), and Nate Talley, Deputy Commissioner and Chief Finance Officer, USHE, provided an overview of the strategic reinvestment plan process.

Taylor Randall, President, University of Utah, presented the strategic reinvestment plan for the University of Utah.

Alan Smith, Interim President, Utah State University (USU), presented the strategic reinvestment plan for USU.

Jim Mortenson, Vice President, Utah Valley University (UVU), presented the strategic reinvestment plan for UVU.

Brad Mortensen, President, Weber State University (WSU), and Emma Farin, Student, WSU, presented the strategic reinvestment plan for WSU.

Greg Peterson, President, Salt Lake Community College (SLCC), presented the strategic reinvestment plan for SLCC.

Shane Smeed, President, Utah Tech University (UTU), presented the strategic reinvestment plan for the UTU.

Stacee McIff, President, Snow College, presented the strategic reinvestment plan for the Snow College.

Representative Karen Peterson, House Chair, Higher Education Appropriations Subcommittee (HED), and Senator Ann Millner, Senate Chair, HED, spoke to the strategic reinvestment plan process.
President Adams and Speaker Schultz provided comment.
MOTION:Rep. Brooks moved to approve the Strategic Reinvestment Plans from the following schools as compliant with the requirements outlined in UCA 53B-7-107: Salt Lake Community College, Snow College, Southern Utah University, the University of Utah, Utah Tech University, Utah Valley University, and Weber State University. He further moved that the committee defer a determination on Utah State University's Strategic Reinvestment Plan until the new President has presented the revised plan to the Utah Board of Higher Education and received full approval.
Sen. Kwan, Sen. Riebe, Sen. Plumb, and Speaker Schultz spoke to the motion.
The motion passed with a vote 15-3-2.

MOTION:Sen. Cullimore moved to reconsider the earlier motion to approve the loan as presented to the committee by the Utah Inland Port Authority.
