Chair Lee called the meeting to order at 9:15 a.m.
MOTION:Rep. Walter moved to approve the minutes of the September 25, 2025, meeting.The motion passed with a vote of 8-0-2.

2.Reauthorization of Administrative Rules
2 - Utah Code Section 63G-3-502
Christopher Williams reviewed the administrative rules process, which currently states that all administrative rules are set to expire on May 1, 2026.
MOTION:Sen. Johnson moved to open a committee bill file to reauthorize administrative rules.The motion passed with a vote of 8-0-2.

3.High School Activities Association Disciplinary Proceedings
Rob Cuff, Executive Director, and Brenan Jackson, Assistant Director, Utah High School Activities Association, outlined the structure of the association and the process for investigating potential violations by member schools.
4.Protection of Public Employees
4 - Utah Code Section 63-21-3
Chair McCay introduced the issue.
Christopher Williams briefed the committee regarding protections for public employees under the Utah Protection of Public Employees Act.
MOTION:Sen. McCay moved to open a committee bill file to add protections against retaliation in the form of third-party complaints to licensing regulators and licensing sanctions for state employees.The motion passed with a vote of 10-0-0.

5.Office of Inspector General of Medicaid Services Audit
5- Performance Audit of the Office of Inspector General of Medicaid Services
Jesse Martinson, Audit Manager, and Matthias Boone, Senior Audit Supervisor, Office of the Legislative Auditor General, reviewed "A Performance Audit of the Office of the Inspector General of Medicaid Services."
MOTION:Rep. Jennifer Dailey-Provost moved to open a committee bill file to address issues raised by legislative auditors in the audit report.The motion passed with a vote of 10-0-0.

Neil Erickson, Interim Inspector General, and Elise Napper, Policy Analyst, Office of the Inspector General of Medicaid, responded to audit findings and questions from committee members.
Sen. McCay assumed the chair.
6.High School Safety and Incident Reporting
Elizabeth Grant, Superintendent, Salt Lake City School District, and Kristina Kindl, General Counsel, representing Salt Lake School District, discussed the facts known to the district prior to an October 2023 incident, the district's response to employee safety concerns, and the district's feedback on best practices to promote school safety.
Elizabeth Grant responded to questions during the committee discussion that followed.
Elizabeth Grant and Kristina Kindl were sworn in.
