Kirsi Jarvis provided an overview of the sunset review process and the sunset reviews assigned to the committee.

Marvin Dodge, Commissioner, Department of Government Operations discussed the purpose and implementation of Section 67-1-8.1, Executive Residence Commission, which is scheduled to sunset on July 1, 2027.
7.Sunset Review: State Finance Review Commission

Kirt Slaugh, Chief Deputy, Office of State Treasurer, and Jonathan Ward, Senior Vice President, Zions Public Finance, discussed the purpose and implementation of Title 63C, Chapter 25, State Finance Review Commission, which is scheduled to sunset on July 1, 2027.

Rep. Dunnigan discussed the purpose and implementation of Title 36, Chapter 17, Legislative Process Committee, which is scheduled to sunset on January 1, 2028.
9.Cooperative Contracts Fund
8 - Cooperative Contract Fund Classification Study Presentation
Windy Aphayrath, Chief Procurement Officer, Division of Purchasing and General Services, and Jake Hennessy, Executive Finance Director, Department of Government Operations, reported on the cooperative contract program within the Division of Purchasing, including current operations and whether the cooperative contracts fund should be converted from an internal service fund to an enterprise fund.
