Chair McCay called the meeting to order at 8:38 a.m.
1.Committee Business
MOTION:Rep. Koford moved to approve the minutes of the May 20, 2026, meeting.The motion passed with a vote of 11-0-7.

Chair McCay announced several reports that have been submitted and available on the Legislature's website. Chair McCay also informed the committee that the chairs opened an omnibus committee bill file to address technical, non-controversial statutory changes.

Phil Dean, Chief Economist and Research Director, Kem C. Gardner Policy Institute, and Natalie Roney, Senior Public Finance Economist, Kem C. Gardner Policy Institute, presented on nonprimary residential property tax, which are a growing portion of property taxes in Utah.
Natalie Roney and Phil Dean responded to questions from the committee and the committee discussed.
3.Sales and Use Tax Filing Status
3 - Sales and Use Tax Filing (Office of Legislative Research and General Counsel)
Megan Bolin presented on sales and use tax filing which can be done quarterly, monthly, or annually depending on the seller.
Rebecca Rockwell, Commissioner, State Tax Commission, provided additional information on how the commission handles filing statuses.
Rebecca Rockwell and John Valentine, Commissioner, State Tax Commission, responded to questions from the committee.
Chair McCay recommended that the committee include clarification on filing status in the omnibus committee bill file. Rebecca Rockwell and John Valentine responded and the committee discussed.
MOTION:Rep. Eliason moved to add to the opened omnibus committee bill clarification on who is eligible for the annual sales tax filing status and who may receive the seller discount. Rebecca Rockwell and John Valentine provided comments and the committee discussed.
The motionpassed with a vote 15-0-3.

4.International Money Transmissions
Chair McCay provided a brief overview of international money transmissions which has been discussed in past legislative sessions.
Paul Allred, Deputy Commissioner, Department of Financial Institutions, and Dan Gardner, Chief Examiner, Department of Financial Institutions, provided information on the process and requirements for and potential issues of international money transmissions.
Adam Fleisher, Counsel, Money Services Round Table, provided comments from the perspective of leading non-bank financial companies and responded to questions from the committee.
Paul Allred responded to questions from the committee.
5.Effectiveness and Utilization of Tax Credits
5 - 2026 Tax Credit Review Presentation (OLRGC)
Megan Bolin presented the tax credits related to pass-through entities up for review as part of the committee's five-year review cycle required by statute.
Chair McCay provided a comment regarding the corporate and individual tax credits for a pass-through entity taxpayer.
MOTION:Rep. Ward moved to add to the opened omnibus committee bill removal of the corporate and individual tax credits for a pass-through entity taxpayer from the required five-year review cycle.The motion passed with a vote of 14-0-4.

Chris Stitt continued with the rest of the tax credit review.
The committee provided comments on the tax credit for research activities conducted in the state. Chris Stitt responded to questions and continued with the credit review.
Chris Stitt responded to questions from the committee regarding the tax credit for persons who are homeless. Chair McCay provided a comment and the committee discussed.
MOTION:Rep. Koford moved to add to the opened omnibus committee bill the removal of carryforwards in the calculation for removal of a tax credit from the tax return and that the calculation should be made post audit. John Valentine and Jason Gardner, Deputy Executive Director, State Tax Commission, provided comments.
The motionpassed with a vote 11-0-7.
