Any fiscal impact will be dependent on the number of conversions from the Public Safety Contributory System to the Public Safety Noncontributory System. Because of the rate differential, there should be some savings in those state and local agencies where conversion occurs. For example, for state agencies the current rate for the Contributory system is 1.48 percent higher than Non Contributory and for Salt Lake City the differenctial is 1.90 percent.
