State Impact:
The bill may deter registration of vehicles by unlicensed drivers, thus reducing related revenue. If enacted before October 1, 2001, it would require the Tax Commission to reprint forms and reprogram systems at a cost of $11,500.

Individual and Business Impact:
Individuals may be deterred from licensing a vehicle.
