SB0055S01 - Insurance Coverage for Autism Spectrum Disorder
State Government (UCA 36-12-13(2)(b)):
Enactment of this bill could cost between $1 million and $13 million annually for state, public education, and higher education insurance coverage and increased expenditures in the Children's Health Insurance Program. Costs will depend upon prevalence, take-up rates, and medical claims experience.
Assuming a take-up rate of one in 154 covered children and average annual claims paid of $4,000 per patient, enacting the bill could cost the state $1.8 million in FY 2014 and $2.3 million beginning in FY 2015 from various funds as shown in the table below.
$18,000 may be required from the Insurance Department Restricted Account for administrative oversight. Expenditures from this account affect the annual transfer to the General Fund.
Under the Affordable Care Act, the State may also have to offer premium tax credits to those covered on an individual health exchange. Revenue loss to the Education Fund cannot be determined at this time as the future size of any individual exchange is unknown.
