FY 2016 Appropriation

The State and Local Planning program serves as staff for the State Planning Coordinator in facilitating coordination among all levels of government. The program also provides technical assistance to local governments as requested for developing and implementing land use plans. This program provides strategic and comprehensive planning and technical assistance. The program fulfills the statutory obligations of the Governor's Office of Management and Budget to staff the Utah Quality Growth Commission. The Quality Growth Commission administers local government planning grants and the LeRay McAllister Critical Land Conservation Program. Program staff members also make recommendations to the Legislature regarding growth issues and implementing quality growth principles.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $342,300 from all sources for State and Local Planning. This is a 41.3 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $342,300 from the General/Education Funds, an increase of 76.2 percent from revised Fiscal Year 2015 estimates.

This RFA is for coordinated statewide transportation planning by the Wasatch Front Regional Council and Mountainland Association of Governments, passed through the Governor's Office. This RFA is sponsored by Sen. Stuart Adams.

Intent Language

HB0003: Item 4

Under section 63J-1-603 of the Utah Code, the Legislature intends that appropriations provided to the Governor's Office of Management and Budget in Item 17, Chapter 14, Laws of Utah 2014 not lapse at the close of Fiscal Year 2015.
