FY 2016 Appropriation

GOED Administration provides leadership to the two strategic program areas in the Office: Business Development and Tourism. It also provides support to the Pete Suazo Utah Athletics Commission and the Office of Consumer and Health Services, an office created to implement the Utah Health Exchange. Administration defines, develops and implements strategies and provides fiscal guidance and support to the programs. Administration also provides oversight and support to the Utah Sports Commission, Utah World Trade Center, and other legislated pass through programs.

Office of Consumer and Health Services

The Office of Consumer and Health Services (OCHS) is responsible for overseeing Avenue H and coordinating the State's efforts to make healthcare coverage more accessible and affordable for Utah businesses and citizens.

Avenue H

Avenue H is Utah's small business health exchange program. The program has been funded on a one-time basis for the past several years. Last years funding was $800,000.

Business Marketing

GOED received both ongoing and one-time funds for business marketing. This recommendation would eliminated the ongoing funds and look at replacing them with one-time funds through committee reallocations.
Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $13,030,100 from all sources for Administration. This is a 21.9 percent reduction from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $12,233,300 from the General/Education Funds, a reduction of 11.9 percent from revised Fiscal Year 2015 estimates.

Intent Language

HB0003: Item 56

Under Section 63J-1-603 of the Utah Code, the Legislature intends that appropriations provided for the Governor's Office of Economic Development Administration in Laws of Utah 2014, Chapter 10, Item 8 shall not lapse at the close of FY 2015. The use of any non-lapsing funds is limited to system management enhancements: $200,000; business marketing efforts: $300,000; and health system reform: $700,000.

SB0002: Item 57

The Legislature intends that $240,000 of the one-time appropriation in Administration be used for the Sichuan Province Partnership. The Legislature intends: (1) this appropriation is nonlapsing; (2) GOED ensure that this appropriation is spent to create and organize a legal entity to promote business, education, and investment between Utah and Sichuan, China; (3) GOED may delegate the task of creating and organizing the entity to the World Trade Center Utah; (4) in creating and organizing the entity, GOED shall consult with the World Trade Center Utah, the co-chairs of the Business and Labor Interim Committee, and the co-chairs of Utah International Relations and Trade Commission; (5) GOED may only release monies to the entity after it is legally created; and (6) the new entity, with the assistance of GOED and World Trade Center Utah shall: (a) report to the Business and Labor Interim Committee, and the Utah International Relations and Trade Commission by October 31, 2015; (b) provide an accounting of the expenditure of this appropriation; and (c) provide proposed legislation to that committee and commission to formally create, or authorize the creation of, the entity in statute.
