Leveraging CIV cards to fill the gap in the federal government for non CAC/PIV/PIV-I holders

The federal government is continuing to upgrade both logical and physical access control systems to exclusively use PIV/PIV-I cards or CAC for routine access. FIPS 201-2 instructs government entities to issue PIV cards to employees and contractors requiring six months or longer access. What about those needing either physical or logical access, or both, for only a few weeks or months? And what about organizations like Oak Ridge National Labs operated by University of Tennessee-Batelle, which are subject to Department of Energy HSPD-12 PIV requirements for only a portion of its population?
