SALT LAKE CITY - The Utah Senate Judicial Confirmation Committee seeks public comment on Mr. Richard D. McKelvie who was appointed to fill a vacancy on the Third District Court bench. 
Those who desire to comment should contact Mike Christensen at the Office of Legislative Research and General Counsel, Utah State Capitol, House Building, Suite W210, PO Box 145210, Salt Lake City, Utah 84114-5210, by 5 p.m. on Friday, April 18, 2014. All statements should include the respondent's name, telephone number, and mailing address.
The Senate Judicial Confirmation Committee will hold a public hearing and issue a recommendation to the full senate, prior to the final confirmation vote.
If confirmed, Mr. McKelvie will replace Judge Anthony Quinn who passed away on October 24, 2013.
The Third District Court includes Salt Lake, Tooele, and Summit counties.

Governor Appoints Richard D. McKelvie to Third District Court
SALT LAKE CITY – (April 4, 2014) Gov. Gary R. Herbert has appointed Richard D. McKelvie to fill a vacancy on the Third District Court.
“Richard is recognized as one of the state’s premier trial attorneys and is uniquely qualified to serve as a district court judge,” Gov. Herbert said. “The breadth of his legal expertise in criminal and trial law, combined with his keen intellect, will serve the residents of the Third Judicial District well.”
“I am honored by Gov. Herbert’s confidence in me as a Third District Court judge,” said McKelvie. “I look forward to serving the people and communities of our state. I will strive to uphold the court’s long tradition of dignity, integrity and equal justice.”
McKelvie is an assistant United States attorney with assignments in narcotics and violent crimes.  His 32-year career as a prosecutor includes handling complex, high-profile prosecutions involving homicide, violent street gangs and crimes involving cultural heritage. McKelvie’s work as an S.J. Quinney College of Law instructor and as director of the trial advocacy program earned him a College of Law Excellence in Teaching Award in 2011.
McKelvie received his Juris Doctor in 1981 from the University of Utah and a Bachelor of Science in political science from Weber State University. He also serves on the board of directors for Intermountain Therapy Animals and the Granite School District Academy board. Additionally, McKelvie is the federal representative on the Utah Criminal and Juvenile Justice Commission.
McKelvie fills the vacancy created by the passing of Judge Anthony Quinn on October 24, 2013. The governor’s appointment is subject to confirmation by the Utah State Senate.
