Dear Representative Lifferth,

Currently there are three competing healthcare bills coming up in the  Senate Health and Human Services Standing Committee. They will begin to appear on agendas starting tomorrow.

FIrst, SB164 Access to Healthcare Amendments (B. Shiozawa) supports Governor Herbert's Healthy Utah plan by authorizing the governor to negotiate with the federal government to bring a portion of the medicaid expansion funds back to Utah.

The remaining two bills have to yet to be added to the committee agenda but were assigned to the Senate Health and Human Services Committee today.

SB83 Medicaid Expansion Proposal (G.Davis) calls for complete expansion of medicaid in conjunction with the Affordable Care Act.

SB153 Access to Healthcare (A. Christensen)  extends access to health care to individuals not currently eligible for Medicaid who are living below 100% of federal poverty level ($23,850 annually for a family of four) and who are deemed medically frail or  vulnerable to becoming disabled by a department of health screening.

The League believes that each of these bills should have a full and public airing. SB83 most closely aligns with the League's goals for Healthcare in the US. We would also support SB164, Healthy Utah, as a step toward full coverage of all Utahn. SB153, Access to Healthcare, would only cover a small fraction of Utah's uninsured population.

The League’s Position:

The League of Women Voters of the United States believes that a basic level of quality health care at an affordable cost should be available to all U.S. residents.

The League favors a national health insurance plan financed through general taxes in place of individual insurance premiums.
