Ladies and Gentlemen of the Public Education Appropriations Subcommittee,


Thank you for your tireless service and support of Utah Education priorities.  Our firm provides the accounting services for 22 Utah Public Charter schools that serve over 10,000 students and their families. 


Changing the funding mechanism for charter schools from the October 1 count to ADM plus growth would have a material negative financial impact on the schools we service.  If the legislature decides to move in that direction, these small schools would need at least two years to prepare for the change.  Utah families are overwhelming choosing charter schools.  Charters have a capped enrollment, do not have the borrowing power of a school district and do not have deep pockets. 


Regardless of your position on this issue, please understand that you must give these schools time to adapt.  This should be further studied during interim.
