Dear Committee Chair Members, As a parent in the state of Utah I highly encourage you vote against house bill 164. I know my children better than anyone and as a parent I have a right and a responsibility to do what is best for my children. I don’t agree with a bill that gives the state more power than a parent in deciding what is best for a child. Any parent should have the right to opt their child out of testing without penalty. No child should be singled out or punished for not taking the tests and no child should be bribed into taking them through rewards or incentives. If improving education is the ultimate goal, government policies should be working with the parents, not creating a divide with the children stuck in the middle. Please consider voting NO on HB164.
