Subject: concerns over Utah DNR decision

Dear Sir, or Madam. 



  I am writing this letter, to express my concerns over the recent activities of the Utah Wildlife board,(UWB). Sportsmen for fish and Wildlife (SFW) and other entities within the Utah Government.


  As I am sure you are aware, The Utah Wildlife board awarded a new Contract (I believe it to be 5 year) to SFW, to run the Utah Outdoor Expo. It concerns me not just, that SFW offered hundreds of thousands of Dollars LESS, for Utah Wildlife, than Rocky Mountain Elk Foundation, (RMEF). But that the UWB is comprised of 7 members, 4 of which have been president or members of SFW. I have also been told that according to rules set by the Department of Natural Resources (DNR) the board is required to pass any contract with a quorum of votes. And there are rules regarding conflicts of Interest, and abstaining from a vote. If this is so I would expect this rule to be followed. My question is how the contract could have been awarded to SFW if only three members of UWB were eligible to vote as per rule, and to award there needs to be a quorum, as per Rule.


  Another concern if the sudden requirement for an RFP to apply for the contract. I can find no official call for this RFP to be required or voted on, there are however mentions of it in the minuets of past UWB meetings, but I am unable to find where a vote had taken place. It’s my understanding that RMEF delivered its own proposal purposefully waiting to near the deadline. I can only assume that SFW and the Mule Deer Foundation. (MDF is aligned with SFW). Had already made their proposals, with no request for the RFP stated to other organizations that might have a proposal at the time. I can only view the SFW proposal in a redacted copy (80% being redacted in my approximation).


  There still is, and has always been, the issue of Transparency with this nonprofit group. And the question why the DNR still is not requiring discloser of the USE of the moneys from the Publics assets. Assets being sold and auctioned by SFW. I am unaware of an audit that shows the Public where the money goes, what % to Wildlife benefit. How material and expenses for projects are sent out for bidding, or even if there is a bidding process for our public funds, to pay for projects. How many public Dollars are spent lobbying, Vs actual Wildlife improvement?


  Also there is a huge problem in the way the procurement process for the RFP was done. I have viewed parts of the RFP and can say, Its Blatantly corrupted. Requiring answers one could only supply if they had already conducted the specific expo in question. An example would be security at the event location for people’s credit cards. Even though RMEF has over 200,000 members, their own NATIOAL Expo, which brings in thousands of out of State attenders With Millions of dollars, how would they know in advance of holding the Utah Expo Themselves this information, to this specific location?


  When the State DOES NOT award a contract to an organization that promised 100% tag money and a huge % of actual Expo revenue, along with Transparency. And instead Awards the contract, by means of breaking and changing its own rules, to an organization offering 30% tag money returns  NO Transparency and little else… Well I think it’s obvious why I have concerns about SFW and the DNR.


  This is corruption in my opinion. And I am sending this letter to as many lawmakers as I can, And I am sending it to the Reporter that did the piece on KUTV .  I believe this whole issue should be a high priority to Utah Sportsmen, Lawmakers, and the public in general. I also believe that people should be REMOVED from any position found to have participated if in fact rules or laws were broken. And if so the contract should be voided, and a new requirement for proposal be created, that would include specific documentation for audit. An audit that shows where the funds are spent, with required amounts for actual “on the ground” projects. % for each and everything used: i.e.: Mule deer, Elk, Antelope, Non Game, Fish, Upland Game, and yes even Lobbying. Outline the process for jobs requiring outsourcing, a bidding process.
