Dear Representative Lifferth
SB73 in it's original form was the most thought out and thorough piece of legislation I have ever read. Senator Madsen made some great sacrifices in the Senate to help it pass. However, SB 89 swooped in and got 1st hearing in the Health and Human Services committee. Senator Daw stole directly from SB73 to create his amendments to SB89 which passed 7-5. No matter what they do to SB 89 it can never be as comprehensive, transparent, and ethical as SB73 was.
In the Senate not a SINGLE PATIENT advocated for SB89, yet everyday there were at least a dozen there lobbying for SB73.
Line 1369 in the bill indicates "cannabis" as from the "cannabis sativa" plant. ( http://le.utah.gov/~2016/bills/static/SB0089.html ) This ensures that some of the most efficient properties that are found in Indica and the 30,000 other specific strains of the plant are stolen from patients.
The cannabis plant IS medicine and is too complex to have a one size fits all answer. ( http://www.scientificamerican.com/article/medical-marijuana-how-the-evidence-stacks-up/ ). Just as no two humans can ever be completely identical each and every patients needs are different. Each and every strain of the plant have different properties that are used for different medical conditions and needs. Education and research of the whole plant and all of it's strains is already underway in the other 23 states that have allowed medical use. We do not need more research we need ACTION.
Another manipulation created by Senator Daw and his new amendments is the creation of his own Compassionate review board. However unlike SB 73 Daw would have these boards include prosecutors, sheriffs, and only a few handpicked doctors.
70% of Utahans are sick and tired of watching their loved ones suffer and die because they are not given access to the miracle NATURAL medicine. ( http://www.sltrib.com/home/3446188-155/most-utah-voters-support-legal-medicinal ) Utah Legislators are practically signing many people's death certificates without batting an eye. Without really asking their constituents what they want.
In the Utah Department of Health September 2014 Health update it reported that 49 Utahans DIE every month from prescription drug overdose. ( https://files.acrobat.com/a/preview/62618471-e039-4bb0-8e09-3535de32fdbe ). Some intentional but most are accidental. This number does not include numbers for those who died from using heroin (the most common drug to use after become addicted to opiods such as OxyCotin). This number also does not include the number of those who overdose but are lucky enough to survive.
Legal cannabis has taken over $5 billion from Mexican drug cartels ( https://www.washingtonpost.com/news/wonk/wp/2016/03/03/legal-marijuana-is-finally-doing-what-the-drug-war-couldnt/ ). Yet Utah legislators would rather patients have to go through ILLEGAL means to get relief than allow a truly organic law to take effect.
I am sending this to EVERY member of the House. To those who have seats up for election you better watch out! Anyone who has voted against SB73 or who supports SB89 will be under rigorous scrutiny from now until November where they will surely lose any hope of reelection they had.
I say this not as a threat but as a promise. I will not be scared away from the state I love. I will not move or bend to the will of those who believe they have omnipotence and omniscience. I will use my constitutional rights of free speech, rallying and voting to ensure my children live in a Utah that is fair, just and uncorrupted by money, church or two party politics!
