I am writing to you today to encourage you to support HB 881 and pass it out of committee. Currently, only 15 Utah parents are allowed to review the SAGE (Common Core) tests. These 15 parents had only  five days to review around 10,000 questions. Furthermore, only a fraction of the questions these parents found objectionable were dropped or changed, and none of the parents were told which questions were left to remain in the tests. This concerns me and other parents in districts all over the state. This bill allows any parent who wants to participate in this review process to do so, allowing for more transparency and parental involvement in this test.

It also allows for the integrity of the test by having parents who are participating to sign a non-disclosure agreement. This agreement is better that the current non-disclosure agreement that does not allow parents to "discuss" test questions, which although perhaps well-intentioned, is an infringement of 1st amendment rights.

When considering these things, also please keep in mind that " Parents have the Constitutionally-protected right and duty to exercise primary control over the care, supervision, upbringing, and education of their children" (Utah Code Section 62A-4a-201), and that " The state's role is secondary and supportive to the primary role of a parent” (Utah Code Section 62A-4a-201).
