Dear Representative Briscoe, High-quality preschool is a proven strategy that changes the odds for at-risk children who lack opportunity. I know this firsthand. My amazing twin nieces, born premature and with an array of health complications, were delayed in speech and many other key indicators. High-quality preschool helped close their gap. Today, they are confident, studious, confident young second graders, meeting benchmarks and far from anyone's "watch list" of kids who should be considered for special education. With an MBA in social enterprise, I have had the privilege of exposure to innovative financing mechanisms that have a double bottom line. I know from my professional and academic work that HB 96 offers a sustainable way to partner with the private sector, increase the number of at-risk students who can access high-quality preschool programs, and ensure that children are ready to learn, all while saving taxpayers like me money.
