It seems like the easiest way to get a stay on marriage licenses would be for the State to suspend the issuance of all marriage licenses.  As long as no one is issued licenses, there should be no problem. 

 

The Governor should be able to do that without the Legislature but if not an emergency session could put it in place quickly.
