Dear Speaker Lockhart,

The Epilepsy Association of Utah is behind this bill.  I agreed to help them and brought it to Rep. Froerer.  Due to Representative Froerer's leadership, we brought together experts to draft the language.  It's well thought out legislation.  Please allow it to run through the entire legislative process.

We want research.  That is why we called for medical waivers so that doctors will feel at ease managing care when using this type of product.  We've engaged both BYU and UofU.

On a personal note, when I started this process, I had no idea how personal it would get for me.  I took interest because it made sense and I cared.  Since then,  my 16 year old daughter has been diagnosed with severe post concussive syndrome by one of the leading concussion neurologists in the state of Utah.  She can't be in school the rest of the year.  She's qualified for the home and hospital school program.  This summary doesn't do justice to the pain and suffering we've all experienced.  As you know from your nursing experience, there is no drug to treat her condition.   Her neurologist is very interested in monitoring her progress if and when we can start her on the CBD treatment but only if it's legal in Utah.  He's stated he will consider it a one patient study.  I'm one of 1000's in Utah who are in the exact same position with some neurological disorder.  Please trust our doctors.

The last thing my daughter needs is marijuana.  To insinuate that's what this bill is providing is simply insulting spin.   It's hemp with a THC level the same as many products that are already on our shelves today.  If it was shipped from Canada, it would be on our shelves with absolutely no fanfare. As a matter of fact, the level of THC matches the levels approved of in the Farm Bill just passed and signed into law.

We will hand deliver a letter to leadership tomorrow, Wednesday.  Please read it.  It's lengthy.  For that, I apologize.

Thank you for your time,

Laura Warburton
