The law and practice of a "Commons" has long been what separates a free country from a dictatorship.  Commoners were not allowed to hunt, fish or wander in the "Kings" forest.  In the arid west a commons approach to waterways.  I live in Utah just south of the Idaho border.  The open stream bed access laws there work very well. I urge you to do everything possible to bring HB 37 to the floor and give Utah equal access to our waterways.
