Dear Madams and Sirs,


Why can’t this bill get out of Rules?  Doesn’t this bill deserve the opportunity to be heard by all of the House and be properly debated?  It does not have a fiscal impact to any governmental jurisdiction according to the fiscal note.  The fiscal impact the previous actions to restrict fisherman and others from using many rivers and streams is hurting our recreation and tourism economy.  I am now being forced more and more to fish in other states.  Please check with NV, MT, ID, WY and WA and you will find my record of buying annual licenses since I have found it more and more difficult to fish in my home state.  Am I alone?  Are others beginning to take their business elsewhere?  I recognize the past impacts to private property owners by a MINORITY of users who like so many in our world need to be educated whether they are fisherman, boatman, ATV users, horse riders, etc.  This bill is a reasonable compromise.  Please let it out of Rules and let it have a fair hearing.
