7 AN ACT RELATING TO CHILDREN; CREATING THE CHILDREN AND YOUTH TASK
8 FORCE; PROVIDING FOR MEMBERSHIP; DELINEATING RESPONSIBILITIES AND
9 PROCEDURES; PROVIDING A REPORTING DATE; APPROPRIATING $35,000 FROM
10 THE GENERAL FUND; AND PROVIDING A REPEAL DATE.
11 This act enacts uncodified material.
12 Be it enacted by the Legislature of the state of Utah:
13 Section 1. Children and Youth Task Force -- Creation -- Membership -- Quorum --
14 Staff.
15 (1) There is created the Children and Youth Task Force consisting of the following 15
16 members:
17 (a) four members of the Senate appointed by the president of the Senate, no more than
18 three of whom may be from the same political party;
19 (b) four members of the House of Representatives appointed by the speaker of the House
20 of Representatives, no more than three of whom may be from the same political party;
21 (c) the chair of the Families, Agencies, and Communities Together Steering Committee
22 appointed under Subsection 63-75-5(6); and
23 (d) the following members jointly appointed by the president of the Senate and the Speaker
24 of the House of Representatives:
25 (i) four persons who are members of county governing bodies, at least one of whom shall
26 represent a rural area of the state; and

1 (ii) two persons who are mayors of a city or town, at least one of whom shall represent a
2 rural area of the state.
3 (2) (a) The president of the Senate shall designate a member of the Senate appointed under
4 Subsection (1)(a) as a cochair of the task force.
5 (b) The speaker of the House of Representatives shall designate a member of the House
6 of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
7 (3) A majority of the members of the task force constitute a quorum. The action of a
8 majority of a quorum constitutes the action of the task force.
9 (4) (a) Salaries and expenses of the members of the task force who are legislators shall be
10 paid in accordance with Section 36-2-2 and Legislative Joint Rule 15.03.
11 (b) Members of the task force who are not legislators may not receive compensation for
12 their work associated with the task force.
13 (5) The Office of Legislative Research and General Counsel shall provide staff support
14 to the task force.
15 Section 2. Duties -- Interim report.
16 (1) The task force shall review and make recommendations on the following issues
17 regarding children, youth, and their families who experience problems due to poverty, dependency,
18 disability, abuse, neglect, or low educational achievement:
19 (a) ways to revise government policies that inadvertently encourage or lead to the
20 dissolution of or prevent the formation of two-parent families;
21 (b) a process to systematically determine the necessity and effectiveness of programs and
22 to eliminate ineffective or obsolete programs to ensure accountability for tax dollars;
23 (c) ways to reallocate funds to programs that are committed to collaborative efforts and
24 systems change;
25 (d) a description of a management information system that allows the appropriate flow of
26 information between service delivery agencies while ensuring the privacy of families who receive
27 services;
28 (e) implementation of collaborative programs for these children and their families created
29 under Title 63, Chapter 75;
30 (f) involvement of local governments, including ways to facilitate increased support of
31 these children and their families by local governments;

1 (g) budgeting processes that promote collaboration between service agencies at both the
2 state and local level, including an assessment of all state and local funding expended on these
3 children and their families;
4 (h) a process to document emerging problems facing at-risk children, youth, and families
5 and a method to convey these problems and possible responses to policy makers;
6 (i) developing program outcomes and reviewing the effectiveness of programs that serve
7 at-risk children and youth and their families; h [and ]
7a (j) ADDRESS CHILD CARE ISSUES; AND h
8 h [(j) ] (k) h other relevant issues regarding at-risk children and youth and their families

9 force considers appropriate.
10 (2) The task force shall periodically report on its activities to the Families, Agencies, and
11 Communities Together Steering Committee.
12 (3) A final report, including any proposed legislation, shall be presented to the Education,
13 Health and Environmental Quality, Human Services, h BUSINESS, LABOR AND ECONOMIC
13 a DEVELOPMENT, h and Judiciary Interim Committees before
14 November 30, 1998.
15 Section 3. Appropriation.
16 There is appropriated from the General Fund for fiscal year 1996-97:
17 (1) $5,000 to the Senate to pay for the compensation and expenses of the senators on the
18 task force;
19 (2) $5,000 to the House of Representatives to pay for the compensation and expenses of
20 the representatives on the task force; and
21 (3) $25,000 to the Office of Legislative Research and General Counsel to pay for staffing
22 the task force.
23 Section 4. Repeal date.
24 This act is repealed November 30, 1998.
