5    AN ACT RELATING TO HIGHWAYS; AUTHORIZING THE TRANSPORTATION
6    COMMISSION TO ISSUE MATCHING GRANTS FOR LOCAL GOVERNMENT
7    HIGHWAY PROJECTS UNDER CERTAIN CONDITIONS.
8    This act affects sections of Utah Code Annotated 1953 as follows:
9    ENACTS:
10         27-12-110.5, Utah Code Annotated 1953
11    Be it enacted by the Legislature of the state of Utah:
12        Section 1. Section 27-12-110.5 is enacted to read:
13         27-12-110.5. Growth impact highway grants.
14        (1) As used in this section, "base tax amount" means the taxes that would be produced by
15    the rate upon which the tax is levied each year by or for all taxing agencies upon the total sum of
16    the taxable value of the taxable property in the county or municipality as shown upon the
17    assessment roll used in connection with the taxation of the property.
18        (2) (a) The commission may issue grants of up to $1,000,000 each from the Transportation
19    Fund to a county or municipality for county or municipal highway improvement projects needed
20    because of large business development that results in an increase of at least:
21        (i) 20% of the employment in the county or municipality; or
22        (ii) 10% of the existing base tax amount in the county or municipality.
23        (b) Each grant recipient must provide matching funds from any available public or private
24    sources having a value that is equal to or greater than the grant funds received from the
25    commission.
